Assignment Overview
An exciting opportunity has arisen for a Senior Project Manager to drive a high-impact, ongoing procurement project for the acquisition and implementation of multiple new rail vehicles on behalf of a regional public transportation network. The project encompasses the procurement, testing, handover, and integration of electric and bi-modal multiple units, requiring effective leadership across all technical and commercial dimensions.
Key Responsibilities
- Lead the end-to-end planning, execution, and transition of a complex rolling stock procurement project.
- Manage resources and coordinate with various stakeholder groups, including operational teams.
- Oversee commercial and technical project matters, ensuring deliverables meet required standards.
- Take responsibility for financial oversight - budgeting, invoice management, and reporting.
- Serve as primary liaison with the project sponsor and steering committee.
Mandatory Requirements
- University degree or equivalent relevant professional experience.
- Minimum 5 years' experience as a lead project manager in complex projects (not sub-projects).
- At least 5 years managing complex technical systems projects.
- Formal training in structured project management methodology.
- In-depth knowledge of established project management methods.
- Extensive experience applying project governance models (minimum 5 years).
- At least 5 years' procurement experience, ideally with public sector involvement.
- Well-versed in current industry and market conditions.
- Strong understanding of quality systems, regulations, and compliance.
- Broad technical competence in managing assets with 10-20-year lifecycles.
- Knowledge of operational, maintenance, and lifecycle asset management needs.
- Demonstrated ability to resolve both technical and business challenges.
- Comprehensive supplier and contract management background.
- Experience negotiating in complex commercial environments (5+ years).
- Proven skills in budget preparation and management (5-10 years).
- Experience with public procurement regulations (e.g., LOU/LUF; 5+ years).
- Language proficiency: Fluent Swedish and strong command of English.
Preferred Qualifications
- Experience or working knowledge in railway technology/rolling stock or similar complex, long-term systems.
- Understanding of maintenance strategies for rail vehicles or similar assets.
- Training in public procurement legislation (LOU or LUF).
