Job Title: Senior HSE Site Engineer

Location: Onshore/Offshore, Gulf Region

Type: Contract, Full-Time

Assignment Duration: 5 Years (Start: March 2026)

Reports to: HSE Manager

Job Overview
We are seeking an experienced Senior HSE Site Engineer to lead and oversee health, safety, and environmental management activities for large-scale engineering and construction projects. The role ensures all project activities, including engineering, procurement, construction, and commissioning, are executed in full compliance with HSE policies, applicable legal requirements, and project-specific standards.

The Senior HSE Engineer will supervise HSE Officers, monitor site performance, identify potential hazards, and drive corrective and preventive actions to mitigate risks. This position also promotes a proactive safety culture, ensuring consistent application of HSE procedures across all project activities.

Key Responsibilities

HSE Team Management

  • Lead and mentor HSE officers, fostering a proactive safety culture across the project

  • Ensure adequate HSE staffing for all project phases and critical activities

  • Promote accountability, continuous improvement, and visible safety leadership

Compliance and Legal Requirements

  • Ensure all site activities comply with local industrial safety, security, and access protocols

  • Monitor adherence to labour laws and worker welfare standards

  • Conduct regular inspections of accommodations, sanitation, hygiene, food, and water quality

  • Verify grievance mechanisms and ethical labour practices are in place

Emergency Response & Contingency Planning

  • Maintain up-to-date, site-specific emergency response plans for fire, chemical release, medical emergencies, and marine incidents

  • Participate in planning and executing emergency drills

  • Evaluate drill effectiveness and recommend improvements

  • Coordinate with emergency services and project crisis management teams

HSE Surveillance & Safety Walks

  • Conduct daily HSE surveillance across all work areas to ensure compliance

  • Monitor PPE usage, housekeeping, material storage, work zone demarcation, and method statement adherence

  • Identify unsafe acts and conditions, intervene immediately, and escalate unresolved issues

  • Participate in routine and ad-hoc safety walks with management and workers to reinforce safety practices

Monitoring Critical Activities

  • Provide HSE coverage during high-risk tasks such as hot work, confined space entry, lifting operations, excavation near live utilities, and commissioning

  • Ensure valid permits, toolbox talks, and emergency equipment are in place

  • Stop unsafe work and report life-threatening conditions immediately

HSE Audits

  • Conduct audits of contractors and subcontractors covering permit to work, lifting, confined space, and hazardous material handling

  • Document findings, issue non-conformance reports, and track closure of corrective actions

Oversight During Transportation and Marine Activities

  • Review and verify heavy transport plans and risk assessments

  • Monitor route safety, traffic management, and public/worker protection

  • Oversee marine operations and jetty works to ensure safe execution and environmental protection

Incident Investigation & Reporting

  • Ensure prompt reporting of incidents, near misses, and unsafe conditions

  • Support investigations using root cause analysis and documentation collection

  • Track corrective and preventive actions to ensure effective closure

HSE Statistics & Reporting

  • Collect and compile HSE data for monthly project reports

  • Maintain dashboards with key metrics such as manhours worked, incident rates, near misses, and safety observations

  • Contribute to trend analysis and lessons learned reporting

Educational Qualification & Experience

  • Bachelor’s degree in HSE, Engineering, or related field required

  • Professional HSE certification preferred

  • Minimum 10 years’ relevant work experience, with at least 5 years in a senior HSE role on large-scale industrial projects

  • Demonstrated knowledge of occupational health, safety, environmental, and quality management systems

  • Eligibility to work in the Gulf region required; sponsorship may be needed for non-local applicants

  • Hands-on, field-based role with opportunities for travel between onshore and offshore locations

  • Long-term contract with potential for extended project involvement
