Senior HSE Engineer - Offshore Projects

Qualifications:
- Bachelor's degree in Engineering from a recognised university (Master's degree preferred).
- NEBOSH Diploma or equivalent safety qualification required; Associate membership in a recognised safety institution preferred.
- Certified Lead Auditor for ISO 45001:2015 (IRCA approved).
- Offshore safety certifications such as OPITO-approved TBOSIET & H2S, PTW, JSA, and incident investigation training are advantageous.
- Membership in a professional engineering or HSE association is mandatory.
- Proficiency in MS Office and relevant HSE management software.
Experience:
- Minimum 15 years of HSE experience in major oil & gas projects, with at least 5 years in a senior HSE position on offshore EPIC projects.
- Practical experience across fabrication yards, offshore platforms, construction barges, and installation projects.
- Deep understanding of offshore safety and environmental regulations, international HSE codes, and risk management standards.
- Proven record in developing project-specific HSE plans, philosophies, and conducting risk assessments.
- Skilled in leading accident/incident investigations and applying root cause analysis methodologies.
- Lead auditor experience for HSE audits and compliance reviews is essential.
- Strong leadership ability to manage multidisciplinary HSE teams and drive contractor performance.
- Fluent in English (written and spoken), with strong communication and coordination abilities.
- Experience leading HSE functions within a Project Management Team environment.
Key Responsibilities:
- Lead the implementation and oversight of HSE management systems tailored to offshore EPIC project environments.
- Ensure full compliance with client standards, international regulations, and project-specific HSE requirements.
- Develop and enforce project HSE plans, procedures, and performance objectives across engineering, construction, and commissioning phases.
- Liaise with corporate HSE bodies, end users, and environmental regulators to address project compliance and performance.
- Guide and mentor project HSE teams, ensuring appropriate training, development, and competency building.
- Coordinate and participate in HSE audits, inspections, and investigations; ensure timely close-out of findings and updates to lessons learned.
- Review and assess contractor and subcontractor HSE plans, inspection protocols, and monitoring systems.
- Maintain project HSE documentation, including risk registers, inspection reports, and regulatory filings.
- Lead incident investigation processes and implement corrective/preventive actions.
- Authorised to initiate immediate HSE action based on compliance breaches or risk concerns.
- Provide strategic input and direction on HSE risks, controls, and performance across all project phases.
- Conduct regular site visits and ensure HSE performance meets or exceeds contractual and regulatory expectations.
