Job Description:

The Site Engineering Representative will be responsible for coordinating engineering, supply, and procurement activities related to the Pipeline Replacement Project. The job holder will be stationed at the EPCI offices in Tianjin, China, with potential missions to Qatar and/or Europe during the project duration. This role includes ensuring the successful management and implementation of engineering activities associated with the pipeline replacement, with a focus on Flowlines Engineering.

 

Context and Environment:

  • Project Scope: The Field is offshore Qatar, where a 20" carbon steel export pipeline is being replaced with a new CRA cladded/CWC pipeline.
  • Key Focus: The pipeline has been in service since 2001 and carries all production from the field. The project aims to replace/repair a section of the pipeline between KP0 (DP2 Platform) and KP2.7.
  • Project Mission: Achieve FID by Q4 2024 and install/pre-commission the new pipeline by Q4 2026.

 

Primary Responsibilities:

  1. HSE Commitment: Ensure exemplary behavior in adhering to H3SE rules and regulations within the area of responsibility.
  2. Engineering Liaison: Act as a liaison between the Company and EPCI Contractor project teams, ensuring effective and clear communication regarding engineering and procurement.
  3. Project Kick-Off: Attend engineering kick-off meetings to verify that project FEED and engineering requirements are fully understood.
  4. Engineering Document Review: Ensure timely and accurate review of engineering documents. Coordinate technical meetings to resolve conflicts and close comments.
  5. Monitor Engineering Progress: Track the engineering progress to ensure alignment with project KPIs. Proactively inform the project team of any issues or delays impacting the schedule.
  6. Subsea Connector Qualification: Verify that the subsea connector qualifications (if applicable) meet the project's requirements. Ensure that FAT/SIT methods demonstrate system suitability.
  7. Constructability & Risk Reviews: Participate in engineering constructability reviews and risk assessments. Follow up on action items to ensure closure.
  8. Document Quality Control: Perform quality control of engineering documentation to ensure compliance with project requirements.
  9. Offshore Work Supervision: Ensure the offshore work is executed with utmost attention to HSE and environmental regulations, within the narrow window available.

     

Challenges Identified:

  • Fast-Track Nature: The project is fast-tracked, requiring proactive and efficient execution while adhering to company rules and standards.
  • Corrosion Issues: The pipeline replacement is being driven by previous corrosion problems in the field. The Site Engineering Representative will need to manage corrosion mitigation strategies throughout the execution phase.
  • Offshore Work Complexity: The project has a tight timeline for offshore works, requiring attention to HSE regulations, the environment, and precise execution.

 

Required Competencies:

Technical Competencies:

  • Flowlines Engineering: Expertise in flowlines engineering and construction.
  • Installation & Commissioning: Strong knowledge of installation, hook-up, and commissioning activities.
  • SURF Production & Operation: Familiarity with subsea flowlines, risers, and pipeline operation.

Other Competencies:

  • Project Management: Knowledge of budget, cost, and schedule management.
  • Team Management: Ability to manage and work within cross-functional teams.
  • HSE Expertise: Proven ability to ensure compliance with HSE standards.

Professional Experience:

  • 15-20 years of relevant experience in rigid flowline design, installation, and pre-commissioning.

Languages:

  • Native Chinese speaker with professional proficiency in English (both written and spoken).

 

Key Responsibilities and Activities:

  • H3SE Implementation: Ensure H3SE competency and compliance within the team and for all activities related to the flowlines.
  • Engineering Specifications & Standards: Apply relevant company rules, specifications, and international standards for flowlines and pipeline design.
  • Engineering Documentation Control: Supervise and control the review and validation of all flowline engineering documentation issued by contractors and vendors.
  • Supply & Procurement Oversight: Monitor the procurement and supply process to ensure quality and timely delivery, while adhering to QA/QC protocols.
  • Testing & Qualification: Review and approve test programs, protocols, and results to ensure proper qualification of materials and systems.
  • Project Reviews & Audits: Lead or participate in project reviews (e.g., HAZOP, HAZID, SPOT) and safety/technical audits.
  • Offshore Execution Support: Assist during offshore installation, testing, and commissioning phases as needed.
