Site Construction Manager – Solar Projects

Overview
An established renewable energy developer is seeking an experienced Site Construction Manager to lead on-site activities for large-scale solar projects. The role involves overseeing design preparation, construction management, QA/QC/HSSE compliance, punch-listing, and commissioning activities, working across multiple engineering disciplines simultaneously.
The Site Construction Manager will coordinate closely with internal teams, EPC contractors, consultants, and regulatory authorities to ensure projects are delivered safely, on schedule, and in accordance with quality standards.
Key Responsibilities
HSSE and Quality Management

Monitor site safety compliance, ensuring PPE usage, tool-box talks, safety drills, and permit-to-work procedures

Analyse EPC contractor HSSE implementation and performance in coordination with site HSE Manager

Implement quality management principles, including Project ITP and expediting policies

Supervise site quality through quality engineers and issue non-compliance reports
Construction Coordination

Manage and coordinate design reviews, construction monitoring, equipment procurement, deliveries, and QA/QC implementation with EPC contractor

Conduct periodic progress review meetings with focus on critical path and schedule recovery plans

Prepare regular reports on construction progress, quality, and HSSE performance

Oversee design review methodology and participate in engineering weekly review meetings
Regulatory and Stakeholder Engagement

Coordinate with regulatory offices, LGUs, and other agencies for permitting and technical compliance

Liaise with utilities regarding work scheduling, system interface, and compliance standards
Commissioning and Project Close-Out

Review commissioning and testing procedures in compliance with grid and regulatory standards

Prepare punch-list and supervise performance guarantee tests

Ensure timely delivery of as-built drawings, operating manuals, and maintenance procedures
Project Oversight and Mentorship

Monitor and control construction works to meet cost, quality, scope, and schedule requirements

Plan and coordinate geotechnical surveys and early works activities

Mentor and supervise junior staff, fostering technical capability and safe practices

Perform other related duties as assigned
Requirements

Bachelor’s Degree in Electrical or Civil Engineering; licensed EE/CE preferred

Minimum 10 years of experience as Project Engineer or Project Manager

Strong knowledge of construction management, QA/QC, and HSSE standards

Experience with solar project construction and permitting

Proficient with construction monitoring tools and software (e.g., MS Project, Primavera)

EPC or Owner’s Engineer experience in solar projects advantageous

Familiarity with renewable energy systems preferred
