About the Role:
The SHES Technical Manager will provide strategic leadership and governance over all Safety, Health, Environment, and Security (SHES) activities across Major Projects (MP) and NFPS. This role ensures all projects adhere to company SHES requirements, driving operational excellence, standardisation, and a culture of zero incidents. The position has broad functional oversight across multiple large-scale projects and interfaces closely with corporate HSEQ and other business functions.

Functional Oversight: ~200 (including direct reports)

Interfaces internally with Senior Project Managers, CMPO, and Venture Managers

Interfaces externally with SHES organisations, regulatory bodies, vendors, third-party suppliers, and shareholder representatives
Key Responsibilities:
Strategic Leadership & Governance:

Define and execute the SHES strategy for Major Projects and NFPS, embedding a proactive safety culture and risk prevention mindset.

Provide senior leadership oversight to ensure SHES alignment, accountability, and performance delivery across EPC contractors and project management teams.

Champion SHES governance, setting key focus areas, KPIs, and communication frameworks aligned with shareholder and company objectives.

Represent SHES functions at senior leadership and external stakeholder levels, reinforcing trust and alignment.
Performance & Continuous Improvement:

Lead incident management governance, ensuring effective investigations, root cause analyses, and systemic learning.

Drive the deployment of lessons learned, best practices, and continuous improvement across all project phases.

Oversee multi-project SHES performance measurement using leading and lagging indicators to support data-driven decision-making.

Ensure consistency and scalability of SHES processes across multiple concurrent mega-projects.
Operational Oversight:

Oversee worker welfare, safety, and risk management for a large project workforce (~100,000 workers).

Coordinate with internal and external stakeholders to ensure compliance with SHES standards and project requirements.

Strengthen leadership capability and interfaces across all SHES functions to maintain consistent safety performance and project delivery.
Qualifications:

Bachelor’s degree in Science, Safety, Health, Environment, Security, or Engineering.
Experience:
-
Minimum 15 years’ experience in SHES management within the Oil & Gas industry.

At least 5 years in a supervisory or oversight role.

3 years in a senior leadership position with a major national or international operator, contractor, or service company.

Proven experience leading SHES functions on world-class mega-projects across FEED and EPC stages.

Demonstrated expertise in incident management, governance frameworks, and SHES performance systems.
Technical & Business Skills:

Recognised authority in SHES management systems and governance.

Advanced knowledge of international and industry standards and ability to apply them to large-scale project operations.

Strong leadership, communication, and stakeholder management skills.

High proficiency in English, both written and spoken.

Competent in Microsoft Office and related professional applications.
