Senior Safety Officer – Subsea & Offshore
Location: Ras Laffan, Qatar (Onshore/Offshore)
Contract Duration: 2 Years
Work Schedule: 6 days per week onshore; offshore schedule aligned with installation campaigns
We are supporting a major energy company in Qatar with a Senior Safety Officer position to join their subsea and offshore team for a high-profile Subsea Pipeline Repair Project. The role focuses on ensuring compliance with health, safety, and environmental (HSE) standards across onshore and offshore operations, including Dive Support Vessels (DSVs) and other marine/subsea construction vessels.
Job Purpose
-
Act as the client’s vessel/site-based HSE representative.

Ensure contractors implement and maintain effective HSE systems in compliance with Qatari and international legislation.

Provide oversight, guidance, and support to minimise HSE risks to personnel and the organisation.

Contribute to safe and successful project delivery.
Reporting & Relationships
-
Direct reporting to the Subsea Marine Safety Lead.
-
Daily coordination with onshore site representatives and project management staff.
-
Liaison with contractors, sub-contractors, and internal departments including Marine, Logistics, Engineering, Fabrication, Quality, Construction, and HSE teams.
Operating Environment
-
Three offshore installation campaigns with split onshore/offshore work.
-
Onshore: 6 days/week (Saturday – Thursday).

Offshore: 7 days/week aligned with the vessel schedule.
Key Responsibilities
-
Implement and oversee HSE requirements throughout project execution.
-
Provide contractor oversight and support during high-risk offshore activities, including diving, rigging, lifting, working at height, confined space entry, hot works, electrical safety, pressure testing, and marine operations.

Participate in safety audits, inspections, incident investigations, toolbox talks, HAZID/HIRA workshops, and risk assessments.

Mentor and guide contractor and project personnel on HSE compliance.

Ensure compliance with project HSE procedures and regulatory requirements.

Support emergency response planning, drills, and continuous improvement initiatives.

Contribute to the development of a proactive safety culture.
Qualifications & Certifications
-
Bachelor’s degree in Health and Safety, Risk Management, Engineering, or NVQ Level 5/6 in Health and Safety.

NEBOSH General Certificate / NEBOSH Level 3 qualification.

ISO 9001, ISO 14001, or ISO 45001 Auditor certification.
-
OPITO BOSIET / FOET / T-BOSIET including HUET.
-
H2S training.
-
Medically fit for offshore travel.
Experience & Knowledge
-
Minimum 10 years’ experience as a Health and Safety Officer/Advisor/Lead in offshore oil and gas industries.

Significant offshore experience onboard Dive Support Vessels (DSVs) or marine/subsea installation vessels.

Experience with client/developer or EPCI contractor on brownfield projects/shutdowns.

Knowledge of HSE regulations and industry best practices (OSHA, ISO14001, ISO45001, IOGP, IMCA, SOLAS).

Strong technical knowledge of diving, rigging, lifting, working at height, confined space, hot works, electrical safety, energy isolations, pressure testing, and marine operations.

Experience implementing Behavioural Based Safety programs.

Familiarity with Taproot© Root Cause Analysis or equivalent and IOGP/IMCA standards.
Technical Skills

Fluent in English (written and spoken).

Proficient with Microsoft Word, Excel, and Outlook.

Computer literate with experience in databases and spreadsheets.

Ability to communicate effectively in a multinational environment.
