Overview
We are seeking an experienced Senior Safety Officer to join a major oil and gas project in Qatar. This role will play a key part in managing Health, Safety, Environment, and Security (HSES) procedures throughout project execution, from design through to commissioning. The position offers the opportunity to provide technical leadership across multi-disciplinary teams and to influence safety performance on a complex, high-profile development.
Responsibilities

Manage development and implementation of project HSE systems, studies, and deliverables.

Review and approve contractor HSE systems and plans, including emergency response, environment, and security.

Provide technical input into engineering design phases and ensure alignment with project safety requirements.

Act as focal point between project management, contractors, and HSEQ specialists to ensure consistent safety leadership.

Oversee incident investigations, confirm root causes, and approve corrective actions.

Maintain statistical HSE data, analyse KPIs and trends, and advise project leadership on improvements.

Facilitate safety workshops, reviews, and risk assessments including HAZID, HAZOP, SIL, and other safety studies.

Monitor contractor compliance with project HSE and loss prevention requirements.

Support constructability, pre-startup, and commissioning reviews to embed safety in design and execution.

Drive continuous improvement in safety performance, sharing lessons learned and best practices.
Requirements

Bachelor’s degree in Science, Engineering, or Safety discipline.

NEBOSH Diploma (or equivalent).

Minimum 8 years’ experience in HSE, loss prevention, or industrial safety within the oil and gas industry.

Strong background in engineering, construction, commissioning, and start-up projects.

Practical knowledge of both qualitative and quantitative risk assessment techniques.

Direct experience participating in process safety studies (e.g. HAZID, HAZOP, SIL, fire and explosion risk, dispersion modelling, QRA).

Ability to interpret engineering drawings and liaise effectively with other engineering disciplines.

Experience developing and implementing emergency response procedures, particularly H2S risk management.

Track record of providing safety leadership to large contractor workforces.

Skilled in building proactive safety culture and driving Safety KPIs.

Strong organisational, communication, and leadership skills.

Proficiency in English (written and spoken), with ability to prepare clear technical reports and procedures.

Competent in standard office software (Word, Excel, PowerPoint).
