Senior QA/QC Engineer

Location: Qatar

Assignment Period: Until December 2030

Key Responsibilities

Quality Management & Leadership

- Lead the development and implementation of departmental and project Quality Management Systems (QMS)

- Establish project quality requirements and ensure compliance throughout the project lifecycle

- Manage QA/QC teams and oversee contractor quality performance

- Conduct management reviews, audits, and ensure corrective/preventive actions are effectively implemented

- Develop KPIs and quality performance monitoring systems

Project & Engineering Support

- Review and approve Project Quality Plans (PQP), Inspection & Test Plans (ITPs), and quality documentation

- Ensure quality requirements are embedded in engineering deliverables, procurement, and construction activities

- Participate in technical bid evaluations and contractor prequalification processes

- Review material selection, special processes, corrosion control, substitutions, and compliance with international standards

Compliance & Control

- Oversee deviation and non-conformance control systems (NCRs, CARs)

- Monitor and report on contractor quality performance and trends

- Ensure measuring and testing equipment is calibrated and certified

- Support independent project reviews, audits, root cause analysis, and failure investigations

Construction & Inspection Oversight

- Implement quality inspection procedures for construction activities, suppliers, and subcontractors

- Review and approve quality documentation, method statements, and test reports

- Ensure civil, structural, and architectural works meet specifications and testing requirements (e.g., concrete works, steel structures, grouting, soil/excavation, material receiving)

- Conduct quality audits of contractors, suppliers, and third-party laboratories

- Support construction teams in resolving non-conformances and implementing corrective actions

Safety & Environmental

- Promote safety culture and ensure compliance with safety and environmental requirements during project execution

Requirements

- Bachelor's degree in Civil or Mechanical Engineering from a recognized university (postgraduate qualification preferred)

- Professional membership with a recognized engineering institution is an advantage

- Certified Internal/Lead ISO 9001 Auditor (IRCA, RABQSA, or equivalent)

- Strong knowledge of international quality standards, codes, and specifications

- Proficient in written and spoken English

- Minimum 15 years of QA/QC experience on major Infrastructure, Civil, and/or Oil & Gas projects

- At least 5 years in a senior QA/QC leadership role

- Experience across concept development, FEED, EPIC, construction, and commissioning phases

- Minimum 5 years directly related to construction activities

- At least 2 years managing and maintaining Quality Management Systems (QMS) in line with international standards

- Experience in contractor/vendor prequalification, manufacturing inspection, certification processes, welding, NDE, and construction practices

- Proven ability to develop and implement quality plans, procedures, and inspection/test plans
