Senior Planning Engineer
Location: Qatar
Qualification
- B.Sc. or equivalent in an Engineering Discipline.
- Preferably Certified PMP or equivalent certifications/memberships.
Experience
- Minimum 15 years' experience in project planning in the oil & gas industry, including extensive experience in large-scale solar (Photovoltaic) projects.
- Preferably minimum 5 years' experience with National Oil Companies and/or International Oil Companies.
- Experience across EPIC project lifecycle: engineering, procurement, construction & commissioning.
- Project planning, scheduling & phasing, project control & monitoring, forecasting, trending, risk assessment, variations/claims analysis, and progress verification.
- High computer literacy: MS Office and relevant Project Control software (Primavera). Skills in Primavera Risk Analysis and Power BI are preferable.
- GCC work experience is desirable.
- Well-developed analytical and reporting skills.
Primary Duties and Responsibilities
Project Planning & Scheduling
- Perform comprehensive project planning, scheduling, progress monitoring, verification, and reporting for successful execution from initiation to close-out.
- Develop and maintain Project Master Plans and Schedules for all project phases and stage gates.
- Provide planning input to Project Execution Plan (PEP), Risk Management Plan & Risk Register, and Change Management Plan.
- Plan and monitor project close-out activities; contribute to finalization of Close-out Report.
Progress Monitoring & Reporting
- Perform project planning including scheduling, monitoring, forecasting, and progress reporting on weekly, monthly, quarterly, and annual basis through various management reports.
- Maintain Project Builder data in SAP to facilitate group reporting and analysis.
- Provide early warnings and highlight early intervention opportunities to influence project outcomes.
Resource Planning
- Maintain and update Integrated Resource Planning system to plan resource requirements for assigned projects per Master Plans in Primavera.
Tender & Bid Evaluation
- Develop and incorporate planning & scheduling requirements, progress measurement, and reporting instructions for compliance by bidders in tender documents.
- Evaluate technical proposals of bidders, reviewing schedules, man-hour allocations, and resource histograms for compliance.
Contractor Planning & Performance Monitoring
- Review, validate, and endorse contractor planning packages including execution programs, recovery plans, resource plans, and progress measurement systems.
- Monitor contractor performance, conduct time and progress variance analysis, and review contractor progress reports.
- Highlight deviations, suggest corrective actions, and conduct "what-if" and schedule risk analyses.
Progress & Budget Coordination
- Estimate progress for assigned contracts to calculate Value of Work Done for Service Entry Sheets (SES).
- Provide schedule inputs and estimated progress phasing for annual Budget/AFE preparation and revisions.
- Analyse reasons for progress and schedule variance for budget variance reports.
Change & Time Impact Management
- Determine time impact related to scope changes addressed in Change Impact Notes and Work Change Requests (WCR).
- Review and assess Contractor Extension of Time (EoT) claims using international norms and time impact analysis.
Procedures & Compliance
- Participate in the development and implementation of project planning procedures and work instructions.
- Operate within corporate management policies, internationally recognized industry practices, and contracting procedures.
- Maintain integrated resource planning system for all assigned projects.
- Endorse planning-related deliverables in Contract Request Documents (CRD) for tender initiation.
- Endorse/reject contractor planning submissions, technical deviation requests, and claimed progress in invoices.
Project Interface & Stakeholder Management
- Regular interaction with project team members, contractors, suppliers, and end users.
- Coordinate with other departments and projects to assess interface constraints.
- Participate in project site work during construction, installation, commissioning, and handover phases.
- Conduct regular progress and management meetings with contractors, suppliers, and end users.
- Prioritize multiple assignments in a multi-project environment while ensuring quality and timely delivery.
