Senior Planning Engineer – Fabrication & Installation

Overview
An experienced Senior Planning Engineer is required to manage project planning, scheduling, monitoring, and reporting for offshore energy projects. The role involves developing master schedules, monitoring contractor performance, performing progress verification, and supporting risk assessment and project control. The position offers exposure to large, technically challenging projects and the opportunity to influence project outcomes through robust planning and analysis.

Key Responsibilities

  • Develop and maintain Project Master Plans and schedules for all project phases from initiation to close-out.

  • Provide planning input to project deliverables including project execution plans, risk management plans, change management plans, and project close-out documentation.

  • Perform project planning, scheduling, monitoring, forecasting, and progress reporting on weekly, monthly, quarterly, and annual bases.

  • Maintain project data in enterprise systems to facilitate reporting and analysis.

  • Identify early warnings and intervention opportunities to support timely project decision-making.

  • Update integrated resource planning systems to plan resource requirements in alignment with project master schedules.

  • Develop and incorporate planning, scheduling, and reporting requirements for tender documentation and ensure compliance by bidders.

  • Evaluate technical proposals from bidders, reviewing schedules, man-hour allocations, resource histograms, and progress measurement methodologies.

  • Review, validate, and endorse contractor-submitted planning packages, including execution programmes, recovery plans, resource plans, and reporting systems.

  • Monitor contractor performance, conduct variance analysis, and review progress reports to identify deviations from agreed plans.

  • Suggest corrective actions and mitigation measures in collaboration with project teams and contractors.

  • Perform schedule risk analyses to anticipate potential impacts and plan mitigation measures.

  • Estimate progress achieved for all assigned contracts to calculate monthly work value and verify reported progress.

  • Provide schedule inputs for annual budgets, revisions, and supplementary budgets, including variance analyses.

  • Determine time impact of scope changes, review work change requests, and assess contractor extension of time claims using industry-standard analysis methods.

  • Participate in the development and implementation of project planning procedures and work instructions.

Requirements

  • BSc degree or equivalent in an engineering discipline. PMP certification or equivalent is preferred.

  • Minimum 15 years’ experience in planning offshore projects in the energy or oil and gas sector.

  • At least 5 years’ experience with national or international energy companies preferred.

  • Strong knowledge of project planning, scheduling, project control, progress verification, risk assessment, and variations/claims analysis.

  • High proficiency in MS Office and project control software including Primavera; skills in Primavera Risk Analysis and Power BI are advantageous.

  • Experience in the GCC region is desirable.

  • Well-developed analytical, reporting, and communication skills.
