Overview
A leading organisation within the renewable energy sector is seeking a Senior HSSE Manager to drive operational safety and risk management across a regional project portfolio. This is a high-impact role focused on strengthening HSSE governance, embedding risk controls, and ensuring consistent standards across multiple countries and project phases.
Key Responsibilities
Operational HSSE Risk Management
- Lead the implementation and governance of HSSE risk management standards across projects and operating assets
- Facilitate hazard identification and risk assessment processes including HIRA, HAZID, SIMOPS, and task-based assessments
- Maintain risk registers and ensure effective implementation of control measures
- Verify critical risk controls through audits and field-based assurance activities
Permit to Work (PTW) Governance
- Oversee and govern Permit to Work systems for high-risk activities
- Define PTW processes, roles, authorisation levels, and competency requirements
- Monitor PTW effectiveness through audits, inspections, and performance metrics
Electrical Safety Management
- Develop and implement electrical safety frameworks across projects and operations
- Establish safety rules including isolation procedures, LOTO, testing, grounding, and authorisation controls
- Ensure competency and compliance of personnel and contractors
- Lead investigations into electrical incidents and near misses
Emergency Preparedness and Response
- Develop and maintain Emergency Response Plans for construction and operational sites
- Plan and deliver emergency drills, simulations, and crisis exercises
- Support crisis response coordination and post-incident reviews
- Interface with business continuity planning where required
Incident Management and Investigation
- Lead or oversee incident investigations using recognised methodologies such as ICAM or Root Cause Analysis
- Ensure accurate reporting, classification, and corrective action tracking
- Analyse trends and implement lessons learned across operations
HSSE Audits and Assurance
- Conduct audits and inspections to assess effectiveness of HSSE controls
- Support internal, regulatory, and external audits
- Participate in operational readiness and project handover reviews
Contractor Management and Interfaces
- Ensure contractor compliance with HSSE standards and procedures
- Manage interface risks between contractors and internal teams
- Support contractor onboarding, monitoring, and performance evaluation
Regional Alignment and Continuous Improvement
- Drive consistency of HSSE practices across multiple countries
- Share best practices and lessons learned across the organisation
- Support continuous improvement initiatives within the HSSE function
Qualifications and Experience
- Bachelor's degree in Occupational Health and Safety, Engineering, Environmental Science, or related discipline
- NEBOSH Diploma or equivalent qualification
- Certification aligned with ISO 31000 Risk Management principles
- ISO 45001 and or ISO 14001 Lead Auditor certification
- Lead Investigator qualification such as ICAM or equivalent
- Advanced electrical safety training or certification
- 8 to 10 plus years of progressive HSSE experience in construction, industrial, or operational environments
- Experience managing high-risk operations and implementing HSSE frameworks
- Experience working with EPC or self-perform contractors
- Regional or multi-country experience preferred
- Exposure to international lender or financial institution requirements is advantageous

- Travel may be required at short notice to support audits, investigations, and HSSE initiatives
