Contracts Engineer
Location: Doha, Qatar
Contract: Long-term assignment
We are seeking an experienced Contracts Engineer to provide expertise in tendering, procurement, and post-award contract administration for major oil and gas projects. This role will involve supporting all stages of the contract lifecycle while ensuring compliance, commercial efficiency, and risk management.
Responsibilities:
- Provide practical assistance and expert advice to end-user departments on all contractual matters from project inception to close-out.
- Support tendering strategy, including preparation of pre-qualification documents, invitations, evaluation criteria, and tender plans.
- Review Scopes of Work/Services (SOW), identify gaps or inconsistencies, and propose suitable pricing mechanisms.
- Manage queries from tenderers, prepare responses to commercial queries, and participate in mid-tender meetings, site visits, and discussions.
- Review deviations to contract terms and ensure clarifications are addressed before final bids are received.
- Lead commercial evaluations, prepare commercial tabulations and reports, and coordinate evaluation team reviews.
- Assist in drafting and finalising contract documentation, ensuring timely issuance of awards and letters of acceptance.
- Administer change management processes, including evaluation of contract variations and claims.
- Review contractor claims for time and cost impacts, ensuring alignment with contract terms.
- Support contract close-out by reviewing completion certificates, statements of final account, close-out reports, and discharge certificates.
- Monitor supply chain trends to develop sourcing strategies and risk mitigation plans.
- Support implementation of KPIs, SLAs, and performance monitoring processes.
- Ensure administration of bonds, guarantees, and other contractual instruments.
Requirements:
- BSc in Quantity Surveying, Engineering, or a related discipline.
- Minimum 10 years of experience in contract administration, including at least 5 years in the oil and gas sector.
- Strong knowledge of commercial and contractual aspects of both pre- and post-award processes.
- Familiarity with contract law principles (desirable).
- Skilled in contractual correspondence, report writing, and problem solving.
- Strong understanding of EPC, FEED, consultancy, construction, and O&M contracts.
- Knowledge of Incoterms and their commercial implications.
- Proficient in contract analysis, data evaluation, and use of software tools (SAP knowledge preferred).
- Excellent communication and presentation skills in English.
