Overview:
We are seeking an experienced Procurement Specialist to manage and execute strategic purchasing activities on a high-profile oil and gas project. This role involves preparing inquiries, coordinating vendor communications, conducting negotiations, and ensuring compliance with international and local standards, including Indonesian procurement regulations.

Key Responsibilities:

  1. Execute strategic inquiry and purchasing activities within project timelines and budgets.

  2. Support the identification and proposal of Approved Manufacturer Lists (AML) and Approved Vendor Lists (AVL).

  3. Ensure all technical and commercial data is available prior to issuing inquiries.

  4. Validate purchasing conditions for project alignment; escalate deviations as needed.

  5. Prepare commercial bid tabulations and expedite vendor responses.

  6. Lead negotiations with suppliers to secure optimal terms.

  7. Draft and issue purchase order documents with accuracy and attention to quality.

  8. Provide technical expertise in specialised procurement domains as required.

  9. Assist in defining procurement strategies and risk mitigation measures.

  10. Ensure all procurement activities adhere to international standards and management systems (ISO 9001, ISO 14001, ISO 45001, ISO 27001, ISO 29001, ISO 22301, ISO 37001).

  11. Promote awareness and compliance with Quality, HSE, Information Security, Business Continuity, and Anti-Bribery systems.

  12. Uphold fairness and transparency in all vendor selection processes.

Requirements:

  1. Bachelor’s degree in Business Administration, Engineering, or related field.

  2. Strong knowledge of procurement procedures and sourcing processes.

  3. Excellent listening, negotiation, and communication skills.

  4. Familiar with logistics and supply chain coordination.

  5. Sound understanding of Indonesian procurement requirements, including APDN, P3DN, and SKK Migas PTK 007.

  6. Experience in national industry/vendor mapping, including 3rd-tier suppliers.

  7. Ability to assess and verify vendor declarations of local content percentages is an advantage.

  8. Familiarity with Master List development and management.

  9. Able to work independently and in team environments.

  10. Ability to perform under pressure and manage tight deadlines.

  11. Fluent in English, both spoken and written.
