Position Title: Safety Officer
Work Schedule: 6 days per week; 10 hours per day (site-based)
Work Location: Dukhan, Qatar (Construction site-based)
Project: Solar Plant Project
Estimated Start Date: ASAP
Contract Duration: Until April 2030 (with possibility of extension)
Purpose:
Provide health, safety, and environmental (HSE) technical services during the definition, detailed design, and execution stages of a large-scale solar construction project, ensuring contractor compliance with corporate HSE policies, standards, and regulations.
Key Responsibilities:
- Support and maintain a strong safety culture aligned with company values and strategy.
- Implement risk reduction measures based on hazard identification and risk assessments across all construction phases, including pre-commissioning and commissioning.
- Review and assess contractor documentation such as method statements, JSA's, safety certifications, and related submissions.
- Monitor site HSE programs, safe work practices, and ensure compliance with approved JSA, risk assessments, and permit-to-work systems.
- Provide field oversight for contractors, subcontractors, and vendors to verify compliance with HSE requirements.
- Support the development and monitoring of HSE objectives, initiatives, and performance indicators.
- Ensure compliance with environmental management systems, legal and regulatory requirements, and international conventions.
- Conduct incident investigations, prepare reports, and follow up on corrective and preventive measures.
- Facilitate site safety meetings, audits, and awareness programs for project personnel and contractors.
- Compile statistical and trend analysis reports to evaluate HSE performance.
- Contribute to the continuous improvement of corporate HSE codes, standards, and procedures.
Qualifications:
- Higher National Diploma (HND), University Degree in Engineering, Safety, or Environmental discipline, or Accredited HSE Professional Certificate (minimum Level 3 equivalent).
- NEBOSH General Certificate or IOSH Working Safely (minimum requirement).
Experience & Skills:
- Minimum 10 years' experience in Occupational Health & Safety, with strong exposure to the oil, gas, petrochemical, or renewable energy construction sector.
- Proven expertise in large-scale solar (PV) projects, including HV systems, cable laying, and electrical installation works.
- Strong knowledge of ISO 45001:2018 and environmental management standards.
- Competency in incident investigation tools (e.g., TapRoot, SafetyCulture, EasyRCA, Tripod Beta).
- Proficient in MS Office and related software.
- Prior GCC experience is desirable.
- Excellent communication, reporting, and interpersonal skills.
