Job Title: Safety Officer

Location: Qatar (Site-Based)

Contract Duration: Until February 2027

Work Schedule: Full-Time

 

Role Overview:

The Safety Officer will be responsible for overseeing and ensuring the safety of all construction activities on-site. This individual will play a key role in implementing and maintaining safety standards, performing inspections, and ensuring compliance with industry regulations and company policies across all stages of the project. The role requires someone with a solid background in operational safety within the Oil, Gas, and Petrochemical industries, particularly in large infrastructure or construction projects.

 

Key Responsibilities:

  • Drive the implementation of Health, Safety, and Environmental (HSE) standards on site and ensure compliance with all relevant policies, procedures, and regulations.
  • Conduct daily safety inspections on-site to ensure that work is being carried out according to approved Job Safety Analysis (JSA), Risk Assessments, Method Statements, and the Permit to Work (PTW) System.
  • Identify, implement, and monitor risk reduction measures during all phases of construction to ensure a safe working environment.
  • Review and approve method statements, safety certifications, and other safety-related documentation submitted by contractors and project consultants.
  • Participate in the development and implementation of Project HSE Performance Monitoring, ensuring that all project activities are conducted in a safe and compliant manner.
  • Assist in the creation and maintenance of the Project HSE Risk Register, ensuring risks are properly identified, recorded, and mitigated throughout the project.
  • Monitor the implementation of HSE legal requirements, ensuring compliance with national laws, international conventions, and regulations within the scope of the project.
  • Conduct incident investigations, report findings, and ensure corrective and preventive actions are implemented to avoid reoccurrence.
  • Facilitate and organize safety meetings, HSE awareness programs, and ensure that safety audits are conducted regularly, providing corrective actions where necessary.
  • Review contractors' HSE documentation (plans, procedures, and safety requirements) to ensure that contractors are meeting HSE standards.
  • Review contractor competence assessments, ensuring that safety officers on-site meet the required qualifications before mobilization.
  • Compile safety reports and provide statistical and trend analysis to evaluate and improve safety performance.
  • Assist in the update and enhancement of HSE Codes, Standards, Specifications, and Safety Philosophies for the project.

     

Required Qualifications & Certifications:

  • Higher National Certificate (HNC) or equivalent in an engineering discipline.
  • Associate member of a recognized safety institution (e.g., IOSH, NEBOSH, or equivalent).
  • Certification in relevant safety, construction, and HSE courses.

     

Experience Requirements:

  • Minimum 12 years of experience in operational safety, preferably within the Oil, Gas & Petrochemical industries, with a focus on construction projects.
  • Experience with HSE regulations, standards, and procedures related to major construction and infrastructure projects.
  • Proficient in PC applications (MS Word, Excel, Access, PowerPoint, etc.) and relevant safety software.
  • Previous experience working in the Arabian Gulf region is desirable.

     

Skills & Competencies:

  • Strong communication and interpersonal skills, with the ability to conduct safety meetings and raise awareness among teams.
  • In-depth knowledge of HSE management systems, safety audits, and risk management procedures.
  • Ability to carry out incident investigations and effectively manage safety risks and hazards.
  • Proactive and able to implement safety protocols while maintaining compliance with all safety regulations.
  • Competent in preparing safety reports and analyzing safety performance trends.
