Overview
We are seeking an experienced Quantity Surveyor to manage commercial, contractual, and cost engineering activities across major construction and energy projects. This role involves preparing and reviewing tender and contract documentation, overseeing contract administration, and ensuring accuracy in cost estimation and project invoicing. The position provides exposure to large-scale technical projects and opportunities to lead commercial evaluations within a multidisciplinary environment.

Key Responsibilities

  • Prepare and manage tender and contract documentation based on project scope and bills of quantities.

  • Participate in technical evaluations and lead commercial assessments of tenders.

  • Act as the departmental focal point liaising with legal, finance, and tender committees.

  • Administer and control contracting procedures to ensure strict compliance with organisational standards.

  • Establish, maintain, and update cost data for a wide range of infrastructure and energy projects.

  • Upload completed project cost data to in-house Cost Estimation Database to improve accuracy and effectiveness of cost forecasting.

  • Represent the organisation for cost engineering, budgeting, and invoicing matters across projects executed by engineering departments.

  • Determine applicable rates, estimation strategies, preliminary and general matters, and mark-ups for cost estimates.

  • Review, endorse, or reject contractor invoices and claims based on detailed cost evaluation and assessment.

  • Authorise Contract Request Documents to initiate tender processes.

Requirements

  • Bachelor’s degree in Quantity Surveying or a related Engineering discipline.

  • Minimum of 12 years’ relevant experience, preferably in the oil, gas, or petrochemical sector.

  • Practical experience in tenders, contracts, outsourcing, contract administration, and estimating.

  • Exposure to SAP (Outsourcing Module) and proficiency in Microsoft Office applications.

  • Strong negotiation, presentation, time management, and organisational skills.

  • High proficiency in English, both written and spoken.

  • Ability to work under pressure and meet tight deadlines.
