Job Title: Quantity Surveyor
Location: Singapore (secondment / contract until 31 October 2029)
Overview
An established offshore energy project is seeking an experienced Quantity Surveyor to support multi-discipline engineering, procurement, fabrication, and offshore execution phases. This role provides a unique opportunity to contribute to complex offshore projects while working closely with international teams across engineering, fabrication, and offshore operations.
Responsibilities

Lead all quantity surveying activities related to offshore facilities, including detailed design, procurement, fabrication, and offshore EPIC projects.

Validate material take-offs (MTO), bills of quantities (BOQ), manhour estimates, and manage scope changes (MOC process).

Collaborate with senior cost engineers on MOC-related quantity and cost estimation tasks during detailed engineering, procurement, fabrication, and offshore phases.

Define estimation strategies and unit rates in consultation with senior cost engineers for cost estimates associated with scope changes.

Review, negotiate, validate, and endorse MTOs, BOQs, manhour estimates, and cost estimates prepared by contractors.

Support senior planning engineers in progress verification and endorsement of contractor work across engineering, procurement, fabrication, offshore installation, hook-up, pre-commissioning, and commissioning activities.

Collaborate with technical engineering teams and project management teams to review and verify quantity and manhour estimates.

Assist with validation of value of work done (VOWD) for contractor invoicing.
Requirements

Bachelor’s degree in Quantity Surveying or Engineering.

Minimum 12 years of experience in multi-discipline quantity surveying for offshore oil, gas, or petrochemical projects.

Experience with tender preparation, EPIC contracts (lump sum or re-measurable), BOQ preparation, and estimation.

Familiarity with enterprise systems (SAP) and MS Office.

Exposure to both client and contractor roles in engineering offices, fabrication sites, and offshore environments.

Strong analytical skills and experience with contract scope and interpretation.

Excellent organisational and time management skills.

High degree of literacy in English (written and spoken).

Experience working in multi-cultural environments.

Ability to work under pressure and meet tight deadlines.

Must already have the right to work in Singapore or meet local visa requirements; sponsorship cannot be guaranteed.
