Quantity Surveyor
Location: Offshore / Onshore (Qatar)
Qualification:
- Bachelor's degree in Quantity Surveying or Engineering.
Experience:
- Minimum 12 years of multi-discipline Quantity Surveying experience, specializing in offshore oil, gas, and petrochemical projects.
- Practical experience in tenders, administration of EPIC lump sum or re-measurable contracts, BOQ preparation, and estimation.
- Exposure to SAP and MS Office applications.
- Experience working in Engineering offices, Fabrication yards, and offshore environments, both for Clients and Contractors.
- Strong analytical skills, contract scope understanding, and interpretation.
- Experience in multi-cultural work environments preferred.
- Excellent time management, organizational skills, and ability to work under pressure.
- High proficiency in English (written and spoken).
Primary Duties and Responsibilities:
- Manage all Quantity Survey activities related to offshore facilities' detailed design, procurement, fabrication, and EPIC projects, including validation of Material Take-Offs (MTO), Bills of Quantities (BOQ), and manhour estimates based on the contracted scope and scope changes (Management of Change process).
- Collaborate closely with the Senior Cost Engineer on all quantity and cost estimate tasks linked to EPIC execution during detailed engineering, procurement, fabrication, and offshore phases.
- Assist in determining estimation strategies and unit rates for cost estimates associated with the Management of Change process, in consultation with the Senior Cost Engineer.
- Review, negotiate, validate, and endorse MTOs, BOQs, manhour estimates, and cost estimates prepared by the EPIC Contractor in relation to scope changes.
- Support the Senior Planning Engineer in verifying and endorsing actual progress of EPIC Lump Sum base scope, scope changes, reimbursable and re-measurable works related to Engineering, Procurement, Fabrication, Offshore installation, hook-up, pre-commissioning, and commissioning activities.
- Provide support to the Technical Engineering team, Senior Project Engineers, and other PMT members for review and verification of MTOs and manhour estimates associated with scope changes.
- Assist Senior Cost Engineer and Senior Planning Engineer with validation of the Value of Work Done (VOWD) for contractor invoicing and payment processes.
