Job Purpose:
- Responsible for all aspects of Pre-EPC (Invitation to Tender development, EPC evaluations, vendor verification, etc.) for all Major Projects (MP) and NFPS projects.
- Ensure the Quality Management System (QMS) requirements for flawless execution are updated with the latest lessons learned and international standards during Front-End Engineering Design (FEED).
- Oversee issuance of Instructions to Tender (ITT), bid evaluation processes, and any processes needed up to EPC award.
- Manage Quality Assurance/Quality Control for Pre-EPC Purchase Orders for Long Lead Items (LLIs) and High Value Items (HVIs) up to novation to the EPC contractor.
Reporting and Relationships:
- Reports to the Head of Quality (Assurance).
- No direct reports.
- Internal collaboration: Daily contact with Shared Services Quality divisions, Project Quality Management Teams, and various department members; frequent interaction with FEED, Tender/Bid Evaluation Team, and Project Quality leadership team.
- External collaboration: Periodic contact with shareholders, technical subject matter experts, contractors, subcontractors, vendors, sub-vendors, and manufacturers of LLIs/HVIs.
Major Challenges:
- Delivering excellence in Quality Assurance and transparency under tight deadlines.
- Establishing, revising, and managing the implementation of quality systems across projects.
- High visibility to project management and EPC contractors.
- Ensuring no delays or cost increases due to errors.
- Ensuring all contractors, subcontractors, and vendors meet pre-EPC quality requirements and timelines.
Key Responsibilities:
1. Liaise with project quality teams to ensure updated quality specifications and lessons learned are embedded in ITT technical criteria and EPC ITT.
2. Provide quality evaluation and input for ITT kick-off meetings, bid evaluation processes, clarifications, and relevant bulletins.
3. Lead and guide on all quality management matters, focusing on implementing strategies throughout the project lifecycle.
4. Facilitate material and equipment criticality rating evaluation to define quality requirements during FEED and detailed design.
5. Set and manage quality assurance for LLIs before contract award and up to novation to the EPC contractor.
6. Ensure comprehensive quality management requirements are defined and included in contracts and purchase orders for LLIs, producing closeout reports as necessary.
7. Implement and manage quality for LLIs pre-contract award for relevant phases.
8. Prepare work orders for third-party inspection services and manage intervention points up to novation to EPC.
9. Maintain audit universe and non-conformance dashboards and participate in handover to the EPC quality head.
10. Participate in project quality meetings and lessons learned activities to share and capture knowledge.

- Support the development of Qatari employees (a condition for expatriate roles).

Person Specification
Qualifications:
- Bachelor's degree in Sciences or Engineering.
Knowledge and Experience:
- Minimum 8 years' experience in quality roles within the oil and gas industry, including at least 1 year in a supervisory, acting, or oversight capacity.
- Background working for oil and gas companies, contractors, or service companies; experience in large operating organizations.
- Knowledgeable in quality systems (ISO 9001, ISO TS 29001, API Q-1/Q2), specifications, and industry standards.
- Detailed knowledge of quality audit programs (ISO, API Q1).
- Experience in tendering, bid analysis, and contract award processes.
- Strong risk management skills.

- Fluent English (written and spoken).
