The job holder is accountable for the following activities during RUYA Batch 1 EPCIC12 Project execution:
- To implement the Major Project Quality Management System at Project level.
- To implement the NOC Technical Referential and applicable local and international codes.
- To support EPCIC12 - RP QAQC Lead for Vendor Package Quality Management.
- To assist Package Engineer for review Material Request, Technical Bid Evaluation and Clarification related to Quality and Certification.
To ensure that Management of Change (MOC) process (DEV/TQR) is implemented for the Vendor Package. To attend Pre-Inspection Meeting (PIM) and participate in Procurement (SCM) weekly meeting.
To review Vendor procedure and associated Vendor Quality record.
To manage all Vendor Package Notification of Inspection (NOI) from Contractor.
To manage Third Party Inspector mobilisation for each Witness and Hold inspection according to approved Inspection and Test Plans and follow-up the 6-week inspection look head and FAT attendance plan.
To maintain Witness/Hold inspection register covering all vendor package ITPs and to ensure that no missing NOI for Witness / Hold points in ITPs.
To ensure all inspection reports, FAT reports and Vendor Outstanding Work are issued, reviewed and distributed to Discipline Package Engineer and other relevant persons.
To ensure Package Quality Documents are in approved condition before inspection. And to monitor all quality documents are submitted and approved including Vendor Data Book.
Whilst having a direct hierarchical and reporting link with RP QA/QC Lead, the RP Vendor Surveillance Supervisor will be interfacing with transvers Technical Team for NDT and Welding Engineering matter as well as Discipline Package Engineer.
JOB DIMENSIONS
The Al Shaheen field development will involve several new projects executed in parallel:
Ruya Batch1 EPC09: Intra-field subsea pipelines and cables
Ruya Batch1 EPC11: Nine (9) new satellite Wellhead Platforms (WHP)
Ruya Batch1 EPC12: One (1) Riser Platform (RP) to be bridge linked to existing platform and shall accommodate all risers and tubes from WHPs + Brownfield activities on existing platforms
Ruya Batch1 EPC13: One (1) Central Processing Platform (CPP) to be bridged linked to the new RP + one flare tripod + 1 living quarter platform
The RUYA Batch 1 - EPCIC12 - RP QAQC Vendor Surveillance Supervisor is responsible to ensure the implementation of Quality Surveillance program and Vendor Data or all materials and equipment(s) procured for
the RP package.
ACTIVITIES
Title: RUYA - Batch 1 - EPCIC12 - RP QAQC Vendor Surveillance Supervisor
ACCOUNTABILITIES
To promote & comply with applicable safety instructions and other COMPANY HSE procedures.
To carry out work in compliance with COMPANY values and policies, relevant laws and regulations, agreed COMPANY priorities and objectives, COMPANY standards and procedures and good industry practices. To treat all information obtained during course of the work with confidentiality.
To review Vendor Quality procedure and certificate in MANASA.
To receive all Vendor Package NOI from Contractor and distribute to relevant persons.
To arrange the Third-party inspector through inspection agencies for Witness and Hold points according to
approved Inspection and Test Plan per each Vendor package and maintain surveillance register and budget.
To launch CFT to inspection agencies to get CVs for Third party inspector (TPI) candidates.
After selection of suitable candidate, to issue Service Order to the Inspection Agency after getting HSEQ
manager's approval.
To collect all relevant standards, specs, procedures from MANASA and provide it to the TPI for the required
inspection.
To review the inspection reports from TPI and distribute it to Package Engineer and other relevant persons. To maintain Witness/Hold inspection register covering all vendor package ITPs and to ensure that no missing
NOI for Witness / Hold points in ITPs.
To participate in Pre-inspection meetings, weekly Vendor package QAQC Meeting and other Vendor Package inspection related meeting with Contractor and their Vendor.
To witness the Vendor Audit.
Ensure NOC representative participation to source inspection.
Review of Vendor Quality document in MANASA and coordinate discipline/specialist review when necessary.
To monitor VMDR status for Quality Documents and to ensure all quality documents are submitted and
approved including Vendor Data Book.
Issue or review Contractor/Vendor Non-Conformance reports.
- To report and communication to his/her functional hierarchy - RP QAQC Lead.
CONTEXT AND ENVIRONMENT
- Major Projects involve the development of new offshore platforms linked to the existing facilities, installation
of subsea pipelines and debottlenecking of the produced water treatment, all these activities could be executed across several international sites. Projects will require complex interfaces with other entities of NOC.
The position is based initially in Oman - Sohar at EPCIC12 Contractor offices premise.
- Possibility of multiple worldwide missions.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Qualification:
o Bachelor / Diploma level formal education in Engineering discipline.
o Knowledge in Welding, NDT, Coating will be an advantage.
Professional Experience (number of years): 15.
Experience within project: (number of years): 10.
Experience in Vendor Package Source Inspection Management/Coordination (number of years) : 5.
Similar experience is required on wellhead platform, topsides, structure, piping, pressure vessels, electrical equipment, rotating machines and practical knowledge of applicable codes and standards such as EN, ISO, API, ASME and ASTM. Experience on construction yard is required.
A good knowledge of International codes/standards related to design, fabrication and inspection of Vendor Package. Preferrable working knowledge and experience with NOC Standards/Total Energies GS standards
Good leadership skills and good communication skills.
Ability to work on projects in a complex and multicultural environment.
Be skilled in using computer programs for word processing, database management, spreadsheets, and e-mail
communications.
