QA/QC Engineer (Mechanical)

Qualification

  • Bachelor's degree in Mechanical Engineering (or equivalent) from a recognized university.
  • IRCA Certified QMS Lead Auditor.
  • Welding Inspector Certification (CSWIP 3.1 / AWS-CWI), Painting Inspector Certification (BGAS Grade-2 / NACE Level-2), and NDT Level-2 Certification in RT, MT, UT, and PT (ASNT/ACCP) - mandatory. Equivalent international certifications acceptable.
  • IIW-Welding Engineer / NDT Level-3 and advanced NDT certifications (PAUT, TOFD, Auto UT, etc.) - advantageous.
  • Professional memberships/affiliations with recognized institutions (ASNT / AWS / TWI / NACE / ASQ-CMQ&OE / MCQI-CQP, etc.) - desirable.

Experience

  • Minimum 15 years' experience in construction of major greenfield or brownfield process plants in oil & gas, including large-scale solar (Photovoltaic) projects.
  • Worked with major EPIC contractors/end-users in similar positions, responsible for QA of Piping/Mechanical discipline construction and commissioning.
  • Strong working knowledge of QA/QC aspects, testing requirements, and acceptance criteria for Piping systems, rotating/static equipment, and mechanical disciplines.
  • Good knowledge and application of international codes and standards (ASME, TEMA, ASTM, API, ISO, AWS, BS EN, NACE, IOGP, Shell DEP, MESC).
  • Experience managing discipline inspectors, coordinating inspections/testing, and monitoring KPI performance.
  • Experience in Quality Surveillance Programs, Completion Management Systems (CMS), Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), Project Quality Health Check (PQHC) programs.
  • Experience implementing and conducting Pre-Qualification / QMS / technical compliance checks, quality walkthroughs, and audits.
  • Ability to resolve complex QA/QC issues and disputes in multidisciplinary, multicultural project environments.

Primary Duties and Responsibilities

QA/QC Document Management

  • Support contractors in identifying and submitting QA/QC documents (ITPs, QCPs, Welding/NDT/HT/Painting procedures, MARs, etc.) in line with construction programs.
  • Assist functional supervisor in review/approval of QMS, engineering, and procurement documents.

Project QA/QC Implementation

  • Ensure implementation of project QA/QC requirements at site and supplier/subcontractor works in compliance with project specifications.
  • Organize pre-activity review meetings, attend quality walkthroughs, and QA/QC weekly meetings.

Inspection & Testing Oversight

  • Conduct surveillance of on-site/off-site structural, piping, pipeline, and equipment erection activities.
  • Monitor surface preparation and painting activities; identify potential/actual non-conformances and direct corrective actions.
  • Initiate or ensure NCRs for recurrent observations and non-conformities; follow up for RCA, correction, corrective/preventive action, and timely closeout.
  • Monitor compilation of material test certificates and construction records; ensure traceability.
  • Verify implementation of preservation management systems.

System & Process Monitoring

  • Ensure contractors maintain and update inspection/test registers and calibration records.
  • Ensure systems/processes/procedures/databases are established to maintain inspection/test status and allow statistical analysis.
  • Monitor KPIs, special processes, and personnel performance.

Audit & Compliance

  • Participate in project QHSE audits and pre-qualification audits of vendors/suppliers/subcontractors.
  • Conduct ITP/QCP/MS/process/activity-level compliance audits/checks.

Team & Stakeholder Management

  • Monitor contractor/subcontractor/third-party inspectors, engineers, and subordinates; provide guidance and support, reporting to functional supervisor.
  • Implement and enforce the organization's Quality Management System requirements.

Safety & Work Environment

  • Spend at least 50% of time exposed to construction site and prevailing climatic conditions.
  • Ensure personal safety and the safety of others affected by project activities, whether directly controlled or not.
