QA/QC Engineer (Instrumentation)
Qualification
- Bachelor's degree in Instrumentation, Electrical, or Controls Engineering (or equivalent) from a recognized university.
- IRCA Certified QMS Lead Auditor.
- Qualification from IECEx-CoPC, CompEx, or similar international certification schemes - desirable.
- Membership/certifications from internationally recognized institutions (ASQ-CMQ&OE, MCQI-CQP, or similar) - desirable.
Experience
- Minimum 15 years' experience in construction of major greenfield or brownfield process plants in oil & gas, including experience in solar (Photovoltaic), power plants, or similar projects - desirable.
- Worked with major EPIC contractors/end-users in similar positions, responsible for QA of Electrical, Instrumentation & Controls (I&C) discipline construction and commissioning.
- Strong working knowledge of QA/QC aspects, testing requirements, and acceptance criteria for various E&I, telecom, F&G equipment and systems.
- Experience in loop checking, instrument calibration, field instruments, control valves, DCS, telecom, fiber optics, etc.
- Good knowledge of international codes, standards, and practices (IEC, IEEE, BS, ISO, UL, IOGP, Shell DEPs, etc.) relevant to the job function.
- Ability to work effectively and communicate with contractors, third-party personnel, and multidisciplinary, multicultural project teams.
- Hands-on experience in preparation, review, and approval of Quality Plans / ITPs / QCPs / MARs and inspection/testing activities during field erection, pre-commissioning, and commissioning of:
- Instrumentation & Controls, Telecommunication, F&G equipment/material/systems (ESD, FGS, DCS, PCS, SCADA, MCMS, PMS/LDS, ACS, Metering, WHCP, CCTV, PAGAs, EMS, HVAC & BAMS, analyzers, cabinets, panels, instruments, cables, etc.)
- Experience managing discipline inspectors, coordinating inspection/testing activities, establishing and monitoring KPIs.
- Experience developing or implementing Quality Surveillance Programs, Completion Management Systems (CMS), Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), Project Quality Health Check (PQHC) programs.
- Experience implementing pre-qualification/QMS/technical compliance audits, quality walkthroughs of EPIC organizations and project activities.
- Ability to resolve highly complex QA/QC issues and disputes arising from disparate interpretations of project technical requirements and scope.
Primary Duties and Responsibilities
QA/QC Document Management
- Support contractors in identifying and submitting QA/QC documents (ITPs, QCPs, test procedures, MARs, etc.) in line with construction programs; ensure timely review and approval.
- Assist functional supervisor in reviewing/approving relevant QMS, engineering, and procurement documents; implement quality programs; resolve escalated discipline matters.
Project QA/QC Implementation
- Ensure implementation of project QA/QC requirements at sites and subcontractor works in compliance with project specifications.
- Organize pre-activity review meetings, quality walkthroughs, and QA/QC weekly meetings.
Inspection & Testing Oversight
- Undertake surveillance and inspection of on-site and off-site erection/inspection/testing activities.
- Identify potential or actual non-conformances and direct contractors in corrective/preventive actions.
- Initiate or ensure initiation of NCRs for recurrent observations/non-conformities; coordinate/follow up for RCA/corrective/preventive actions and timely closeout.
- Monitor compilation of material test certificates and construction records; ensure traceability.
- Verify implementation of preservation management systems.
System & Process Monitoring
- Ensure contractors maintain and update IMTE registers and calibration records.
- Ensure systems/processes/procedures/databases are established to maintain inspection/test status and allow relevant statistical analysis.
- Monitor KPIs, special processes, and personnel performance.
Audit & Compliance
- Participate in project QHSE audits and pre-qualification audits of vendors/suppliers/subcontractors.
- Conduct ITP/QCP/MS/process/activity-level compliance audits/checks.
Team & Stakeholder Management
- Monitor contractor/subcontractor/third-party inspectors, engineers, and subordinates; provide guidance and support, reporting to functional supervisor.
- Implement and enforce the organization's Quality Management System requirements applicable to the function.
Safety & Work Environment
- Exposed to construction site and prevailing climatic conditions at least 50% of the time.
- Ensure personal safety and the safety of others affected by project activities, whether directly controlled or not.
