INTRODUCTION
The Projects Director Eastern Europe is responsible for controlling & monitoring the Project Management and Operational and Administrative Teams of the regional offices to ensure their smooth operation and on-time and within budget completion of the Projects.

Reports to: Regional General Manager
Liaises with: Accounting Department, Engineering Department, Client Project Execution Team, Development Team
Subordinate Positions: Project Managers, Construction Managers, Construction Team

Required Work Experience:
Minimum 10 years experience in Project Management, 3 years experience in similar position

Excellent use of English Language
Excellent use of Microsoft Office suite (Word, Excel, Powerpoint)
Advanced use of Microsoft Project/Primavera
DETAILED DESCRIPTION OF DUTIES
Projects Development
1.1 Monitors local markets and is informed on upcoming tenders.
1.2 Participates in meetings with potential customers.
1.3 Assists the development team in new incoming projects.
1.4 Assigns and monitors Technical Advisors for performing Technical Due Diligence in projects under evaluation
1.5 Checks and confirms financial and technical information on projects entering into CAC
1.6 Directs and Monitors RFQ and RFP Processes coming from external and internal developers, studies RFP documentation and provides input and assistance.
1.7 Develops the cost analysis and financial offer and receives approval from General Manager and CEO.
1.8 Follows-up with potential customers after offers have been submitted.
Projects Initiation
2.1 Participates in meetings with Project Owners for HoT and Contract negotiations and provides input.
2.2 Monitors the preliminary and final design stage by Operations and directs the communication with suppliers.
2.3 Directs and monitors the creation of preliminary documentation by Project Managers.
2.4 Locks and approves final design package and budget and communicates it to the General Manager.
2.5 Participates, monitors and assists in the creation of the EPC Contracts main bodies and appendices
2.6 Leads the creation of the Project Execution Team (Project Manager, Construction Manager, Project Engineers and other supporting members).
2.7 Is involved in the selection and offers of main equipment suppliers and subcontractors.
2.8 Visits the project sites together with nominated Project Manager and Construction Manager and is involved in the search of local services suppliers and subcontractors (accommodation, transportation, security services, civil works etc.)
Projects Execution & Monitoring
3.1 Monitors and approves all project weekly payments requested by the Project Managers.
3.2 Overviews the order by the Project Manager of an invoice issuance towards the client once a milestone is achieved.
3.3 Overviews the evaluation and approval of the local suppliers and subcontractors offers by the Project Managers.
3.4 Requests and reviews the performance evaluations made by Project Managers for construction personnel.
3.5 Evaluates the performance of the Project Manager.
3.6 Gives the final approval for all suppliers and subcontractor's payment milestones according to the contract.
3.7 Overviews and approves the evaluation and approval of all subcontractor's change orders by the Project Manager.
3.8 Overviews and monitors the main contract obligations.
3.9 Reviews and approves the budget and cost analysis updates with Project Manager and Financial Controller. Reports financial issues to General Manager.
3.9 Monitors the project execution schedule through the weekly reports by the Project Manager.
3.10 Monitors Equipment Deliveries.
3.11 Directs the communication with main suppliers regarding contract obligations.
3.12 Attends the weekly progress meetings with the customers.
3.13 Holds daily calls and weekly roll-out meetings with Project Managers and Construction Managers.
3.14 Visits the project sites on a regular basis.
3.15 Overviews the weekly and monthly reports to the customers.
3.16 Overviews and approves the submission of change orders to the customers by the Project Managers.
3.17 Overviews the communication of the Project Manager with local authorities.
3.18 Reviews the contracts of local suppliers and subcontractors.
3.19 Monitors and evaluates Quality Control and HSSE processes.
3.20 Evaluates together with Project Managers possible delays and applies Risk Management.
3.21 Monitors and assists during the Project's Closing Phases (PAC Documentation, Punch Lists)
Logistics & Customs
4.1 Attends meetings with Logistics companies and assists HQ Logistics department in the selection.
4.2 Composes together with Project Managers and HQ Logistics department the Logistics Plan for every project.
4.3 Monitors the transportation status of all materials to the sites and the correct archiving of all related documentation.
4.4 Is aware of Customs Clearance procedures and monitors and assists the custom clearance procedure of all materials.
4.5 Overviews the creation of the Bill of Materials by Project Managers and Operations.
Financial & Budgeting
5.1 Is responsible for the creation and maintenance of the cost analysis and onshore and offshore budgets
5.2 Monitors and approves all payments to suppliers & subcontractors according to contractual obligations.
5.3 Monitors all incoming payments from the customers.
5.4 Monitors and approves all administration and operational costs of the regional offices
Recruitment, Labor & Immigration
6.1 Manages the recruitment of administrative and operational personnel of the regional offices.
6.2 Approves the recruitment of construction personnel for the projects.
6.3 Overviews and approves service agreements and labor contracts for the construction personnel.
6.4 Overviews and approves labor contracts for administrative and operational personnel of the regional offices.
6.5 Liaises with Recruitment Offices in collaboration with the HQ HR department.
6.6 Is aware and monitors Immigration Policies and Visa issuances.
Administration & Legal
7.1 Directs and supervises administrative personnel in regional offices.
7.2 Liaises with regional legal firms as well as the CLIENT legal department in the UK
7.3 Reviews and approves supplier & subcontractor contracts onshore and participates in the creation of offshore contracts.
Operations & Maintenance of Projects
8.1 Assists the HQ Operations & Maintenance Department with regional matters
8.2 Overviews the O&M budget for each site
8.3 Monitors and approves all weekly O&M payments
