Overview:
We are seeking an experienced Project Management Specialist to join the Joint Venture Project Support division of a major international organisation. This team is responsible for supporting and overseeing capital projects across a large downstream fuels portfolio. You will play a key role in providing independent assessments of project performance, identifying risks and improvement opportunities, and offering best-practice guidance throughout project development and execution phases.
This is an exceptional opportunity for a highly skilled professional with strong technical and analytical capabilities, especially in large-scale infrastructure, petrochemical or refinery projects.
Key Responsibilities:

Lead and deliver project execution capability assessments and project health checks for joint venture projects

Present findings and improvement recommendations to project sponsors and senior stakeholders

Support project teams through structured analysis of progress, performance, and risks

Facilitate risk assessments and promote risk-aware project planning

Review lessons learned across completed and ongoing projects, ensuring continuous improvement

Provide expert advice in key project management areas including governance, execution strategies, scheduling, cost control, procurement, contracting, and claims analysis

Contribute to feasibility studies, project development planning, and business case evaluations

Advise on claims strategies and support negotiation processes

Conduct benchmarking and performance studies against international best practices
Minimum Requirements:

Bachelor’s degree in Engineering from a recognised university; Master’s degree preferred

Minimum 15 years of experience in project management, including at least 10 years in a project or construction engineering role

Experience working on mega projects in the refinery, petrochemical, or large infrastructure sectors

PMP certification (or equivalent from an accredited body) is essential

Proven expertise in project scoping, scheduling, and cost estimation

Familiarity with both modular and stick-built construction methods

Strong understanding of project governance, planning, estimating, risk management, and technical project development

Comfortable working in a multicultural and international business environment

High proficiency in Microsoft Office (Excel, Word, PowerPoint) and Power BI

Excellent communication and presentation skills
