Project Control Specialist – Middle East | Permanent | Tax-Free Package + Relocation + Benefits
We are supporting a major energy operator in the Middle East in their search for a Project Control Specialist to join their downstream project oversight team. This is a permanent position offering a tax-free salary and a comprehensive benefits package. Open to single or family status applicants.
You will be part of a central function responsible for overseeing large-scale joint venture projects across the downstream fuels portfolio, delivering expert project controls and performance insights to improve execution outcomes and strategic alignment.
Key Responsibilities:

Lead project health check assessments for joint venture initiatives and report key findings to stakeholders

Track, evaluate, and report on project performance, including progress during development and execution stages

Perform detailed project risk assessments and propose mitigation strategies

Analyse project progress reports, schedule and cost data to identify deviations and improvement areas

Maintain and develop a project lessons-learned database and support continuous improvement

Conduct benchmarking and performance evaluations across projects

Provide subject matter expertise in project management disciplines such as scheduling, governance, estimating, procurement, and risk

Advise on negotiation strategies for claims and contractual disputes

Support the development of feasibility studies, business plans, and project execution strategies
Candidate Profile:

Bachelor's degree in Engineering (Master’s preferred)

Minimum 15 years of experience in project management, with at least 10 years in project controls (planning, scheduling, cost)

PMP and PMI-SP certifications or equivalent are required

AACEI certification (or equivalent) is essential

Experience working on mega-projects in the refinery, petrochemical, or large infrastructure sectors

Skilled in developing project scopes, schedules, and cost estimates

Strong understanding of project benchmarking and industry standards
