MISSIONS / SERVICE DIMENSIONS
Supervise and manage all Panel Operator activities within the Central Control Room of the LNG Plant, ensuring alignment of field and control room activities. Initiate and implement steps to improve plant optimization, ensuring continuous, safe, and efficient operations to achieve LNG production targets.
HSE RESPONSIBILITIES
- Adhere to HSE policies, confidentiality, compliance, and company procedures.
- Promote and foster a safety-first culture.
- Work safely, avoid incidents and dangerous situations, contribute to ongoing HSE improvement, and demonstrate safety behavior for self and others.
- Attend mandatory HSE trainings and refreshers, apply learnings onsite, and ensure team and vendor compliance.
- Support maintenance and continual improvement of Environment Management Systems (e.g., ISO 14001) and other management initiatives.
KEY RESPONSIBILITIES
During Engineering phase:
- Review engineering documents for coherence and alignment with company expectations.
- Develop and author production procedures.
- Participate in start-up sequence definition, with a focus on reducing flare emissions.
- Attend and contribute to Hazop and engineering reviews, DCS FATs, and alarm reduction meetings.
- Develop and implement production processes (PTW, inhibitions, downgraded situations, safety tours, logs, Simops).
- Develop the list of production tools and implement digital solutions.
- Recruit and train production staff, with emphasis on local workforce development.
During Operation phase:
- Ensure safety of personnel, environmental protection, and technical integrity within area of responsibility, implementing HSE rules and following procedures.
- Maintain good housekeeping standards in the control room, offices, and common areas.
- Participate in incident analysis, HAZOPs, technical reviews, risk assessments, safety audits, and root cause analyses.
- Record all downgraded situations.
- Enforce Work Permit System and SIMOPS management plans.
- Ensure panel operators are aware of plant status and ongoing activities; maintain strong communication between panel and field operators.
- Act within the Emergency Response Plan.
- Monitor and control plant production parameters for smooth operations and target achievement.
Service Description:
- Monitor controller set points, adjust as needed, and document/report deviations.
- Conduct risk assessments for all process inhibitions.
- Manage records for safety device inhibitions and oversee safe returns to active status.
- Assist panel operators during critical operations such as start-up, shutdown, troubleshooting, and emergencies.
- Provide coverage for various panel operator roles during absences.
- Optimize plant production for cost efficiency and resource minimization.
- Ensure HSE documentation is regularly audited and updated, including valve stroke (SDV/ESDV/BDV) testing and records.
- Troubleshoot plant upsets, analyze root causes, assess alarm and event logs, and review functional analyses.
- Participate in alarm reduction initiatives.
- Log key events and perform detailed shift handovers.
- Lead and develop the control room team, ensuring exposure across all operations for optimal performance.
- Mentor and train future panel operators in DCS and ICSS usage and architecture.
- Engage in continuous training and development, assessing team progress and seeking personal and group improvement opportunities.
- Set annual objectives for subordinates and conduct regular reviews and end-of-year appraisals.
TECHNICAL REQUIREMENTS
- Expertise in DCS panel operations
- Comprehensive knowledge of safety shutdown systems (ESD, ESD1, ESD2, EDP1, EDP2, safety bar)
- Profound understanding of oil & gas / LNG production processes and methods
- Excellent understanding of natural gas treatment, LNG production, storage & loading, and utilities
- Strong troubleshooting skills for process problems and upsets
- Advanced knowledge of HSE and Environment Management Systems
- Proficient in PTW systems relevant to Oil & Gas industry
- High competence in emergency response systems and plant emergency handling
- Basic knowledge of Windows Office applications
- Strong written and spoken English
REQUIRED QUALIFICATIONS AND BACKGROUND
Qualifications:
- Bachelor's or higher in Applied Science, Chemical Engineering, or equivalent with recognized international standards and solid industry experience
Experience:
- Minimum 15 years in production roles within oil, gas, or petrochemical industry
- Minimum 10 years in senior production positions
- At least 7 years in LNG production plants and as a Panel Operator (excluding LNG terminal experience)
- Strong leadership abilities
