Overview

An established international project developer is seeking a Procurement Manager to lead procurement strategy and execution across major capital projects in the Philippines.

This role is responsible for building and strengthening procurement systems, driving sourcing excellence, and ensuring structured contract management across complex, high-value projects. You will work closely with project, legal, and cost control teams to ensure efficient procurement planning, commercial robustness, and disciplined contract execution.

This position suits a commercially minded procurement leader who combines strategic thinking with operational delivery in technically demanding project environments.

Key Responsibilities

Strategy and Systems Development

  • Establish and implement procurement strategy, policies, and systems

  • Develop structured procurement plans aligned with project requirements

  • Standardise procurement contracts and terms in collaboration with legal and project teams

  • Drive continuous improvement of procurement processes and controls

Supply Chain and Commercial Management

  • Build and maintain strong relationships with existing and new supply chain partners

  • Enhance quality and competitiveness of third-party bids

  • Review and analyse technical and commercial contracts

  • Identify contractual risks and develop mitigation strategies

  • Monitor contract compliance from both employer and contractor perspectives

Process Execution and Governance

  • Ensure efficient and transparent execution of procurement processes

  • Coordinate with project teams to expedite procurement milestones

  • Work with cost control to implement a robust invoice approval framework, including milestone and completion certification

  • Oversee documentation structure and governance standards

Requirements

  • Significant experience delivering procurement for large, complex projects within energy, oil and gas, or infrastructure sectors

  • Experience operating in international and multicultural environments

  • Strong understanding of contract management and commercial risk allocation

  • Ability to coordinate cross-functional project stakeholders

  • Structured and detail-oriented approach to documentation and governance

  • Strong negotiation and stakeholder management capability

  • Excellent written and verbal communication skills in English

  • Degree in Economics, Business, Accountancy, Engineering, or related discipline
