Job Title: Procurement Expeditor
Location: Singapore
Work Schedule: 5 days per week
Job Purpose
Provide comprehensive procurement management support for major offshore EPIC projects, ensuring timely, budget-compliant execution of procurement activities in alignment with project requirements, corporate procedures, and international standards.
Key Responsibilities
- Oversee project procurement activities, including bid/award, buying, expediting, inspection, and contract compliance.
- Plan and develop procurement strategies for Long Lead Items (LLIs), defining requirements for contractor procurement scopes in line with corporate and project procedures.
- Monitor and control changes during engineering, tendering, bidding, and execution of purchase orders placed by EPIC contractors.
- Follow up on engineering requisitions, procurement status, and delivery schedules, coordinating closely with contractors' buyers, expeditors, and inspectors.
- Research international markets to identify qualified vendors, establish evaluation and selection criteria, and participate in vendor audits for compliance with project requirements.
- Update the Preferred Vendor List (PVL) and incorporate lessons learned from procurement activities.
- Attend technical and commercial meetings as required to provide procurement expertise and recommendations.
- Evaluate vendor performance, resolve procurement-related issues promptly, and implement improvements to processes and strategies.
- Manage spare part procurement and logistics in collaboration with operations, end users, and warehouses; oversee SPIR and SAP processes to ensure timely delivery in line with project schedules.
- Support project closeout activities, identify cost/time saving opportunities, reduce complexity, and contribute lessons learned to the corporate database.
Qualifications & Experience
- Bachelor's degree in Engineering from a recognized university.
- Minimum 12 years of relevant procurement experience in major offshore oil and gas projects, preferably within the Gulf region.
- Strong knowledge of procurement processes, including bid/award, expediting, inspection, and contract management.
- Experience in developing procurement strategies, procurement plans, and vendor evaluation criteria in alignment with international codes, standards, and best industrial practices.
