Procurement Expeditor (Offshore Projects)

Location: Gulf Region (Offshore Project Involvement), Qatar

Employment Type: Contract

Qualifications:

  • HNC or BSc in Engineering from a recognised international institution.

Experience:

  • Minimum of 10 years of relevant procurement experience within major oil and gas projects.
  • Strong background in offshore EPIC project execution, preferably within the Gulf region.
  • Comprehensive knowledge of procurement lifecycle including bid evaluation, awarding, purchasing, expediting, and inspection.
  • Proven experience in developing procurement strategies and execution plans in line with project specifications, corporate procedures, international codes, and best practices.
  • Excellent communication and presentation abilities.
  • Ability to undertake vendor and supplier site visits for audits, issue resolution, and inspections as required.

Key Responsibilities:

  • Deliver full-spectrum procurement support to EPIC projects, ensuring completion on schedule, within budget, and aligned with project requirements and standards.
  • Monitor all procurement activities and provide oversight on progress, cost implications, and changes throughout project execution.
  • Develop strategies for Long Lead Items (LLIs) and manage contractor procurement scopes in accordance with project and corporate procedures.
  • Track engineering requisitions and changes affecting procurement and delivery. Liaise with contractors' buyers, expeditors, and inspectors to maintain alignment.
  • Conduct international vendor market research, establish vendor qualification criteria, and participate in compliance audits.
  • Maintain and update the Preferred Vendor List based on project learnings.
  • Attend relevant technical and commercial meetings to represent procurement interests.
  • Evaluate supplier performance, resolve procurement issues in a timely manner, and ensure effective stakeholder communication.
  • Collaborate in enhancing procurement policies, strategies, and procedural controls across the organisation.
  • Oversee spare part management processes including SPIR and SAP workflows in partnership with procurement, operations, end-users, and warehouse teams.
  • Support project close-out activities and contribute to lessons learned and continuous improvement databases. Identify and drive initiatives to reduce complexity and deliver cost/time savings.
