Job Title: Procurement Engineer

About the Role
A key infrastructure project in the Middle East is seeking a skilled Procurement Specialist to join the on-site team. This role supports the full procurement lifecycle, from strategy development through to contract award, with a strong emphasis on compliance, governance, and timely delivery.

Key Responsibilities

Support end-to-end procurement activities including planning, sourcing, and contract administration

Develop and issue bidders lists and procurement strategies aligned with project requirements

Prepare tender packages and manage pre-award procurement processes

Conduct bid evaluations and coordinate clarification processes with vendors

Support negotiations and final contract awards in collaboration with project stakeholders

Ensure adherence to procurement policies, processes and quality standards

Liaise with engineering, legal, and project control teams to ensure integrated delivery

Maintain accurate procurement records and reporting for internal governance
Candidate Requirements

8 to 12 years of procurement experience with a recognised international organisation

Full-time Bachelor’s degree in Engineering from an accredited institution

Strong understanding of procurement principles and contract administration procedures

Familiarity with end-to-end tendering and sourcing processes

Middle East or Arabian Gulf experience preferred but not essential

Professional certifications such as CIPP or CIPM are an advantage

Excellent communication and stakeholder engagement skills
-
Ability to thrive in a site-based, multicultural project environment
