Job Title: Procurement Analyst
Location: Singapore

Job Purpose:

The Procurement Analyst is responsible for supporting procurement procedures and driving process improvements. This role involves updating and maintaining procurement procedures, functional KPIs, technology enhancements, and procurement communications. The specialist will also analyze procurement spend data, drive performance evaluation activities, and lead the enhancement of procurement-related technologies across multiple disciplines.

Key Accountabilities:

  • Analysis of Procurement Spend Data: Analyze procurement spend data across various projects to identify opportunities for cost savings and avoidance.

  • KPI Reporting and Monitoring: Develop and monitor the Procurement Dashboard and Key Performance Indicators (KPIs) for the procurement function. Regularly update and communicate KPIs to stakeholders, driving continuous performance improvement.

  • Performance Evaluation Consolidation: Consolidate performance evaluation activities to ensure comprehensive reporting and outcomes.

  • Technology Enhancement: Identify technology enhancement needs for procurement, materials control, expediting, and logistics. Develop business cases for these enhancements and lead their implementation.

  • Supplier Payment Support: Develop workflows for the Source-To-Pay process and collaborate with accounts payable to resolve supplier payment issues and blocked invoices.

  • Procurement Procedure Development: Design and document procurement procedures to ensure clarity and consistency across all business units.

  • Procurement Procedure Compliance: Ensure adherence to procurement procedures and maintain consistency across company functions.

  • Development and Delivery of Training: Design and deliver training materials and sessions to ensure stakeholders are equipped to perform according to procurement procedures.

Qualifications:

  • Degree in Engineering, IT, Business Administration, Procurement, Operations, or a related field.

  • Minimum of five years’ experience in procurement and supply chain management, supplier quality systems, process improvements, and spend data analysis.

Competencies:

  • Technical Knowledge: Strong working knowledge of procurement and IT processes, with experience in materials and logistics management.

  • System Knowledge: Experience working with Procurement/Supply Chain ERP/Business Systems (various modules).

  • Procurement & Supply Chain Expertise: Solid understanding of procurement and supply chain workflows and processes.

  • Software Proficiency: Proficiency with Microsoft Office (Excel, Word, PowerPoint), SAP, and Documentum.

  • Policy Interpretation: Ability to interpret and apply relevant procurement policies and procedures effectively.
