Process Safety / Operations Manager – Refinery & Petrochemical | Based in Oman | Permanent
We are supporting a downstream energy company in Oman seeking an experienced Process Safety / Operations Manager to lead operational risk and process safety strategy across their refining and petrochemical facilities. This is a permanent position offering a competitive local salary package along with full benefits.
This role requires a technically sound leader with a strong background in refining, petrochemicals, or COMAH-regulated industries, ideally with previous exposure to risk engineering within insurance, consultancy, or asset-intensive industries.
Key Responsibilities:

Lead comprehensive risk assessments to evaluate plant conditions, safety systems, and operational hazards

Investigate operational incidents and failures to determine causation and accountability

Propose and support implementation of improvements to risk identification, mitigation, and asset integrity frameworks

Champion both physical and virtual risk assessment methodologies, enhancing coverage and consistency

Collaborate cross-functionally to identify process safety gaps and drive continuous improvement initiatives

Contribute to development of client-focused risk solutions, strategies, and safety optimisation plans

Support leadership in operational excellence, compliance with HSE standards, and strategic process safety planning
Candidate Requirements:

Degree in Mechanical or Chemical Engineering

10–15 years’ experience in refinery, chemical, petrochemical, COMAH, or hydrogen-related sectors

Previous experience as a Survey Risk Engineer or within insurance risk assessment is highly desirable

Proven understanding of risk management frameworks, HSE systems, and asset integrity

Strong communication, negotiation, and stakeholder engagement skills

Strategic thinker with a strong commercial and operational safety acumen
