JOB DESCRIPTION

The Permit to Work Coordinator reports to the EHS Manager of the project and is part of the EHS team and focal point for all work activities involving permit coordination of the HyCO4 CCS project. This vital role is responsible for support in implementing the Permit to Work system to support project safety and compliance policies, procedures, and forms. PTW Coordinator will provide guidance project and contractor personnel on completion of appropriate permits to perform work. The coordinator will possess skills in reviewing Job Safety Analysis, understanding HAZID, Lock-Out-Tag-Out and all safety related policies and procedures.

Responsibilities:

 

      Must be familiar with all applicable policies and procedures associated with performing any work (crane lifting/rigging, mechanical isolation, LOTO, JSA's i.e.).

Performs onsite audits of work taking place to ensure compliance with PTW and all applicable policies, procedures, and regulations. Ensures closes out of permits and ensures appropriate document filing and retention controls are followed. Keeps all supervision advised of any safety, environmental, or other compliance issues related to the permitting. Provides for the suitable display of Permits and confirms appropriate.

Effectively communicates with EHS Manager, Construction manager, other project team members and Contractors regarding all critical and potential impact to the project activities to ensure work can proceed safely.

PTW Coordinator will participate in SIMOPS meetings for all project activities. Will work to identify hazards and risks as applicable to related job site and work tasks and recommend mitigations to reduce residual hazards.

Is responsible to ensure there are adequate supplies of permits. Monitors and controls locks, keys, and associated devices for performing isolations (chains, tags etc.). Maintains appropriate level of training to administer PTW process. May be called on to perform PTW training.

Engage in all required procedures related to the PTW system operation and responsibilities. Ensure that all PTW users have minimum required level of competency.

Participate in Incident Emergency Management drills & event investigations.

Qualifications:

Education and Certifications:  NEBOSH degree preferred or relevant PTW process experience.

Experience:

Six (6) years' working experience in projects construction, commissioning & startup in oil & gas, or petrochemical facilities. At least ten (10) years working experience in construction projects.

Skills :

 

      Moderate leadership and administrative abilities are required.

Must have strong operational knowledge of construction projects and equipment and be able to relate with associated construction and commissioning activities taking place on the project site.

Must have the skills necessary to coordinate multiple activities and understand the impact they have with other areas of the project. Complete understanding of regulatory agencies and company requirements concerning first line break, hot work, cold work, confined space, LOTO, JSA, etc. which are critical safeguards for the health and safety of the personnel, care and control of equipment and protection of the environment.

Must be able to adapt to changing conditions and make decisions with minimal supervision.

Must have good communication skills to interact with company and contract personnel and possess knowledge to clearly understand hazards associated with work performed.

Needs to be positive, and open-minded person, able to interact with other disciplines, self-motivating and able to work in a prompt fashion.

He or she must be a good planner and organizer.

He/she must be very conscious of the Quality, Health, Safety Security and Environment issues of the project by attending meetings and daily communication with project team.

Computer knowledge including Microsoft Office Suite including Outlook, Word, Excel & PowerPoint.

Freedom to Act:

Permit to Work Coordinator will undergo initial training until he/she will have an understanding of client procedures and documentation.

Work Conditions:

 

      Job is performed in a chemical/oil & gas plant environment on a construction site.

While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write.

While performing the duties of this job, the employee will work indoors & outdoors and be exposed to year-around weather conditions and noise. There are a considerable number of outdoor activities involved.
