Job Title: Onshore HSE Supervisor

Location: Doha/China (Must be open to relocate to either location, as required by the project)

Schedule: Residential, 5 Days Per Week (No rotation)

Estimated Start Date: ASAP

Estimated End Date: 31-Aug-2026 (with possibility to extend)

 

Position Overview:

The Onshore HSE Supervisor will manage and supervise all fabrication activities related to the EPC Contract at the Contractor's Fabrication Yard. The role involves ensuring compliance with HSE standards, policies, and international safety regulations, as well as promoting a culture of safety on site.

 

Key Responsibilities:

  • HSE Supervision & Implementation: Manage the implementation of HSE policies on-site, ensuring compliance with NOC values, international laws, regulations, and good industry practices during all fabrication activities.
  • HSE Risk Management: Oversee activities such as lifting and rigging, welding and grinding, chemical cleaning, pressure tests, blasting, painting, confined space work, NDT, and scaffolding to ensure safety measures are adhered to.
  • Daily Fabrication Supervision: Conduct regular HSE inspections and maintain constant communication with contractors and subcontractors to ensure safety procedures are followed.
  • Safety Awareness: Promote HSE policies, conduct safety inductions, and participate in safety campaigns, ensuring that warning signs and safety posters are in place.
  • Incident Investigation & Reporting: Participate in incident investigations, ensuring proper follow-up and closure of any safety issues identified on site.
  • Training & Development: Conduct Incident Free training sessions and facilitate safety workshops for subcontractors and workers.
  • Environmental & Waste Management: Monitor environmental conditions, waste management, and chemical handling to ensure compliance with safety and environmental standards.
  • HSE Documentation: Maintain and track HSE activities, ensuring proper documentation of findings, corrective actions, and lessons learned.
  • Emergency Response: Participate in emergency drills and ensure site preparedness for potential incidents.

     

Job Dimensions:

  • Project Type: Ruya Batch 1 Project, covering various EPC phases including subsea pipelines, satellite wellhead platforms, riser platforms, and central processing platforms.
  • Work Environment: Site-based, primarily at the contractor's fabrication yard with possible offshore trips.

     

Qualifications & Experience:

  • Minimum Qualifications:
    • NEBOSH IGC or equivalent
    • Basic qualification related to scaffolding activities
    • H2S and T-BOSIET certifications (as required)
  • Experience:
    • Minimum of 10 years of professional experience in HSE supervision, with strong experience in Asian construction yards.
    • Proven experience in a similar position managing complex, multicultural project environments.
    • Strong experience with rigging & lifting activities, working at height activities, and HSE risk assessments.
  • Job-Specific Skills:
    • Familiarity with API and other relevant Oil & Gas codes and standards.
    • Strong communication, leadership, and team management abilities.
    • Analytical and problem-solving skills.
    • Fluent in English (local language proficiency is a plus).
    • Computer literate and comfortable using relevant project management and safety tools.
