Job Summary
We are seeking an Offshore Health, Safety, and Environment (HSE) Officer to support the implementation and management of HSE policies and procedures during offshore installation, commissioning, and shutdown operations. This role involves monitoring safety practices, conducting inspections, ensuring compliance with regulations, and promoting a safe working environment.
Key Responsibilities
- Support the Offshore HSE Lead or Manager in developing and implementing HSE plans and procedures
- Conduct regular inspections and audits of work areas to ensure compliance with safety regulations and standards
- Monitor and enforce the proper use of personal protective equipment and compliance with operational safety standards
- Assist in conducting risk assessments, hazard identification, and toolbox talks
- Support the investigation of incidents, near-misses, and unsafe acts; contribute to root cause analysis and ensure corrective and preventive actions are implemented
- Maintain accurate documentation of safety observations, incidents, audits, and performance metrics
- Promote a culture of safety and environmental awareness through on-site coaching, safety briefings, and training sessions
- Ensure offshore personnel are familiar with emergency response protocols, muster points, and evacuation procedures
- Support emergency preparedness drills and response coordination as required
- Ensure the availability and maintenance of first aid kits, firefighting equipment, and emergency response tools
- Act as the HSE liaison between site personnel, subcontractors, and supervisors to resolve safety-related concerns
- Report daily HSE performance, observations, and issues to the Offshore HSE Lead or Manager
- Foster a proactive and accountable safety culture aligned with company objectives
Qualifications
- Bachelor's degree in Engineering, Environmental Science, or equivalent
- Minimum professional certification such as NEBOSH IGC
- At least 5 years of experience as an HSE Officer in the oil and gas industry, with a minimum of 3 years offshore experience (GCC/Qatar experience preferred)
- Strong knowledge of HSE regulations, standards, and best practices
- Strong communication, observational, and organizational skills
- Ability to work effectively in high-pressure, high-risk environments
- Proficiency in MS Office and HSE management software
