ROLE: MEI Quantity Surveyor

Start Date: ASAP

Contract Duration: 6 months initial length with expectation of extension

Location: Rotterdam, Netherlands

Type of Contract: Residential Contract Role

Shift Pattern: 9 hours per day, 5 days per week (M-F). No Hybrid or work from home as this is a fully site based role.

Job Description

This is a site-based position supporting the Project Controls Manager efficiently managing both pre and post award quantity estimation, quantity re-measures, progress measurement, calculation activities and claims assessments during project execution.

Key Responsibilities

  • Coordinate with Engineering disciplines to obtain the inputs required to evaluate quantities for each construction activity, calculate and update released quantities for construction areas and communicate with the team.
  • Support the Subcontracting team for the preparation of Construction package Bid Breakdown/ BOAQ's or BOQ's. In addition, support the preparation of Form of Tender and Contract documents and set the rules for measure and payment preambles.
  • Measure Quantities from Engineering/Construction Input's and Develop a Quantity Tracking sheet or measurement packages for Project BOQ's. Agreeing measured quantities with the Subcontractor for interim progress payments and final bill settlements
  • Undertake qualitative and quantitative risk analysis workshops (cost and schedule), producing key outputs, as well as recommending appropriate levels of risk are included within project forecasts, in particular post contract award.
  • Attend weekly site meetings to review and monitor Contractor progress, verify earned value, verify their costs, compensation events, identify and communicate early warnings. Assist and monitor appropriate risk mitigation methodologies.
  • Maintain quantity tracking sheets based on Engineering, Contractor's inputs.
  • Provide advice on contractual claims and disputes to Procurement/subcontracting team.
  • Provide Quantitative inputs for preparation of construction schedule.
  • Support Cost engineer/ Project Control in updating and issuing Cost Reports and Cost Forecast. 
  • Supervise the installation or fabrication of spools/Structures in Fabrication shop.
  • Monitoring NCR (Non-Conformance Report) and RFI (Request for Information) work & Mechanical Piping
  • Provide inputs for monthly report to Cost estimation/Project controls in consultation with Site Manager (Quantity Tracking Report)

Key requirements

  • In-depth knowledge of Quantity Surveying, construction and its principles and guidelines.
  • Thorough knowledge of Site health, Safety, quality, and environment procedures.
  • Ability to analyse and evaluate compensation events, variations, Change Orders, Site Instruction, Engineering Instructions, Star Rates and Day rates.
  • Proficient in the principles of forecasting cost & schedule and risks management
  • Experience of working on FIDIC based Contracts.
  • Proficient knowledge of earned value management principles, and baselining.
  • Flexibility, travel internationally to other regional engineering and project sites as required.
  • Degree in Engineering/Quantity Surveying from reputed Institute.
  • 10+ years of proven work experience as Construction Quantity Surveyor in Oil & Gas, Petrochemical Industry and advantageous if experience gained in other disciplines as well.
  • Well-developed verbal and written communication skills which will enable a quantity surveyor to write detailed and concise reports of Commercial as well as contractual nature and communicate with clients, subcontractors, and others.
  • Good computer skills (proficiency in MS Office).
  • Quantity Surveyor Certification from RICS or equivalent is preferred but not mandatory.
  • Past Work experience in Oil & Gas and/or industrial gasses is preferred.
  • Experience working within structured EPC or owner-led project environments
