Lead Engineer – Process Safety
Location: Oman – Suhar
Job Purpose
Provide expert leadership in ensuring that Process Safety Risks are effectively managed across facilities (Refineries and Petrochemical Plants). This includes developing and maintaining a robust Process Safety governance framework, procedures, standards, and best practices by:

Developing, maintaining, and improving frameworks, procedures, standards, and guidelines related to Process Safety, aligned with industry standards.

Conducting regular maturity assessments and monitoring compliance.

Managing process safety risks through framework development and a process safety risk register.

Developing process safety performance indicators and reporting performance.
The role will operate in accordance with organizational mission, vision, values, policies, and standards, supported by IT platforms, HSE standards, regulatory requirements, and best international practices.
Scope of Responsibilities
Process Safety CoE and Services
Assets include: Refineries (Suhar, MAF, Aromatics, Utilities) and Petrochemical Plants (Olefin Unit, Polymers, NGLE, Utilities)
Process Safety Strategy & Plans
-
Develop, implement, and roll out process safety strategies, plans, policies, and procedures

Ensure compliance with regulatory requirements and industry best practices
Methods & Tools
-
Process Hazard Analysis (PHA)
-
Hazard and Operability Study (HAZOP)
-
Safety Integrity Level (SIL) study
-
Quantitative Risk Assessment (QRA)
-
Layers of Protection Analysis (LOPA)
Compliance & Audits
-
Maintain compliance with regulatory requirements
-
Conduct process safety audits and ensure accountability of all Process Safety Management (PSM) requirements
Training & Continuous Improvement
-
Organize Process Safety workshops and training for existing and new facilities
-
Lead continuous improvement initiatives in procedures, processes, and guidelines
-
Promote and monitor process safety culture across assets
Incident Management
-
Develop and maintain incident investigation frameworks
-
Provide incident investigation training
-
Lead root cause analyses (RCA) and follow-up actions as required
Education & Experience Requirements
-
Bachelor’s degree in Mechanical Engineering, Chemistry, or equivalent (required)
-
Master’s degree preferred but not required
-
8–10 years’ experience in process safety leadership and related projects for refineries and petrochemical plants
-
Experience in developing and implementing process safety concepts, systems, and audits
-
Strong knowledge of process safety regulations, codes, standards, and continuous improvement practices
Technical Skills
-
Proficient in PHA, HAZOP, SIL, QRA, LOPA
-
Knowledge of CMMS, SAP PM/MM/FM modules, HAZpro, INTELEX, PI
-
Technical writing and report preparation

Understanding of P&ID / PFD and OEM manuals
-
SOP interpretation and process safety principles application

Result-oriented with strong observation, inspection, and reporting abilities
