HSE Officer
Location: Qatar (Project Site)
Qualification:
-
Higher National Diploma (HND), University Degree (preferably in Engineering), or accredited HSE Professional Certificate.

Associate membership of a recognised safety institution is desirable.
Experience:
-
Minimum 10 years of experience in Occupational Health and Safety, preferably in Oil, Gas, and Petrochemical construction projects (greenfield and brownfield).

Thorough knowledge of safe work practices, international standards (e.g., ISO 45001:2018), and HSE procedures.

Familiarity with Environmental Management System standards.

Trained in incident investigation software such as TapRoot, SafetyCulture, EasyRCA, Tripod Beta, or equivalent.

Competent in MS Word, Excel, Access, PowerPoint, and other relevant software.
-
GCC experience is desirable.
Primary Duties and Responsibilities:

Provide technical HSE services during project definition, design, and execution to ensure contractor compliance with policies, procedures, standards, and regulations.

Promote and maintain a strong safety culture aligned with organisational vision, strategy, and values.
-
Identify and implement risk reduction measures based on hazard identification and risk assessment throughout construction, pre-commissioning, and commissioning phases.

Review method statements, JSAs, safety certifications, and other contractor/subcontractor documents; report non-compliance or lapses.

Monitor site HSE programs, safe work practices, and review relevant data, information, and systems as required.

Oversee EPIC contractor, subcontractor, and vendor activities to ensure compliance with project HSE requirements.

Conduct daily site inspections to verify work aligns with approved JSAs, risk assessments, method statements, and Permit to Work systems.

Manage and implement HSE requirements throughout the project lifecycle, collaborating with departments and stakeholders for regulatory compliance.

Support Sr. HSE Engineer in implementing Project HSE Performance Monitoring, objectives, initiatives, and related procedures, standards, and policies.

Implement Environmental Management System standards, identify non-compliance, and recommend corrective actions.

Monitor compliance with HSE legal requirements, national laws, regulatory bodies, and Qatar-ratified international conventions.

Maintain Project HSE risk register, ensuring proper recording, monitoring, and close-out of risks.

Review contractor HSE documentation (plans, procedures, personnel CVs) to ensure compliance with corporate standards prior to mobilization.

Conduct incident investigations, reporting, and implementation of preventive and corrective actions per corporate procedures.

Organise site safety meetings and HSE awareness sessions for project staff and contractors.

Conduct safety audits across all project parties, provide corrective actions, and follow up for proper implementation.

Compile reports and prepare statistical and trend analyses to assess safety performance.

Contribute to the development and update of HSE Codes, Standards, Specifications, and Philosophies.
Skills & Competencies:
