HSE Officer

Location: Qatar (Project Site)

Qualification:

  • Higher National Diploma (HND), University Degree (preferably in Engineering), or accredited HSE Professional Certificate.

  • Associate membership of a recognised safety institution is desirable.

Experience:

  • Minimum 10 years of experience in Occupational Health and Safety, preferably in Oil, Gas, and Petrochemical construction projects (greenfield and brownfield).

  • Thorough knowledge of safe work practices, international standards (e.g., ISO 45001:2018), and HSE procedures.

  • Familiarity with Environmental Management System standards.

  • Trained in incident investigation software such as TapRoot, SafetyCulture, EasyRCA, Tripod Beta, or equivalent.

  • Competent in MS Word, Excel, Access, PowerPoint, and other relevant software.

  • GCC experience is desirable.

Primary Duties and Responsibilities:

  • Provide technical HSE services during project definition, design, and execution to ensure contractor compliance with policies, procedures, standards, and regulations.

  • Promote and maintain a strong safety culture aligned with organisational vision, strategy, and values.

  • Identify and implement risk reduction measures based on hazard identification and risk assessment throughout construction, pre-commissioning, and commissioning phases.

  • Review method statements, JSAs, safety certifications, and other contractor/subcontractor documents; report non-compliance or lapses.

  • Monitor site HSE programs, safe work practices, and review relevant data, information, and systems as required.

  • Oversee EPIC contractor, subcontractor, and vendor activities to ensure compliance with project HSE requirements.

  • Conduct daily site inspections to verify work aligns with approved JSAs, risk assessments, method statements, and Permit to Work systems.

  • Manage and implement HSE requirements throughout the project lifecycle, collaborating with departments and stakeholders for regulatory compliance.

  • Support Sr. HSE Engineer in implementing Project HSE Performance Monitoring, objectives, initiatives, and related procedures, standards, and policies.

  • Implement Environmental Management System standards, identify non-compliance, and recommend corrective actions.

  • Monitor compliance with HSE legal requirements, national laws, regulatory bodies, and Qatar-ratified international conventions.

  • Maintain Project HSE risk register, ensuring proper recording, monitoring, and close-out of risks.

  • Review contractor HSE documentation (plans, procedures, personnel CVs) to ensure compliance with corporate standards prior to mobilization.

  • Conduct incident investigations, reporting, and implementation of preventive and corrective actions per corporate procedures.

  • Organise site safety meetings and HSE awareness sessions for project staff and contractors.

  • Conduct safety audits across all project parties, provide corrective actions, and follow up for proper implementation.

  • Compile reports and prepare statistical and trend analyses to assess safety performance.

  • Contribute to the development and update of HSE Codes, Standards, Specifications, and Philosophies.

Skills & Competencies:

  • Strong knowledge of operational HSE in construction, Oil, Gas, and Petrochemical projects.

  • Ability to monitor, assess, and improve HSE compliance on-site.

  • Excellent communication, reporting, and stakeholder management skills.

  • Competent in HSE software, incident investigation tools, and MS Office.

  • Strong analytical and problem-solving abilities.

  • Ability to work in multicultural and complex project environments.
