Job Title: Site HSE Manager - Construction

Job Summary:
We are seeking an experienced Site HSE Manager with a strong background in Oil & Gas EPC projects, ideally with exposure to internationally recognised standards. The successful candidate will lead all Health, Safety, and Environmental (HSE) activities on site, ensuring compliance with corporate HSE policies and local regulations while fostering a proactive safety culture to protect personnel, assets, and the environment.
Key Responsibilities:
- Lead, develop, and implement the site HSE management system aligned with corporate standards and regulatory requirements.
- Ensure full compliance with local and international HSE regulations and client-specific HSE requirements.
- Provide day-to-day HSE leadership on site, including conducting risk assessments, safety inspections, audits, and incident investigations.
- Promote and drive a strong safety culture among all site personnel and subcontractors through training, communication, and engagement initiatives.
- Coordinate emergency preparedness and response activities, including drills and contingency planning.
- Monitor HSE performance indicators and produce timely reports for management and stakeholders.
- Liaise with clients, regulatory authorities, contractors, and other stakeholders to ensure consistent application of HSE standards.
- Mentor and support site HSE team members and frontline supervisors in HSE best practices and compliance.
- Lead investigation and root cause analysis of incidents and near misses, developing corrective and preventive actions.
- Support pre-construction risk assessments and participate in project HSE planning and contractor prequalification.
Qualifications and Experience:
- Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
- Minimum 10 years of progressive HSE experience in Oil & Gas EPC construction projects, with at least 5 years in a site leadership role.
- Demonstrable knowledge of international HSE standards such as ISO 45001, OHSAS 18001, NEBOSH, or equivalent certifications.
- Familiarity with EPC company HSE management systems and standards is highly desirable.
- Proven experience in incident investigation techniques such as TapRooT® or equivalent root cause analysis methodologies.
- Strong leadership, communication, and interpersonal skills with the ability to engage and influence diverse teams.
- Fluent in English and Mandarin.
- Willingness to work on-site in Taiwan for the contract duration.
