JOB TITLE: HSE Head ISBL
LOCATION: Afungi - Cabo Delgado, Mozambique
ASSIGNMENT TYPE: Rotational - 28/28 schedule

CONTRACT LENGTH: Annually renewable
Key Responsibilities:
- Report to the HSE Head ISBL and manage a pool of HSE officers.
- Collaborate with the HSE team to cover contractor areas within the project scope.
- Spend approximately 80% of time in the field to fully understand HSE risks and control measures.
- Build effective relationships with site supervisors, HSE representatives, and contractor personnel.
- Conduct administrative work and training as required in the office.
- Lead by example, promoting safety rules and authority to stop unsafe work.
- Act as an ambassador for stop work programs, ensuring unsafe acts and conditions are addressed promptly.
- Record unsafe acts and conditions on the observation system and ensure timely corrective action.
- Attend contractor morning toolbox talks and actively participate.
- Notify the HSE Head or Manager of any incidents as soon as practicable.
- Join weekly safety tours and conduct governance and assurance inspections.
- Provide on-site assurance for all contractor activities.
- Review risk assessments in the field to confirm adherence to agreed processes.
- Ensure daily plant and equipment checks are completed and recorded.
- Participate in level 3 HSE audits and document reviews as required.
- Join incident investigations and assist in preparing toolbox talks or HSE communication as needed.
- Organize and properly store all work-related documents in the relevant system.
- Complete all mandatory training within agreed timescales.
- Adhere to IVMS rules and journey management plans for travel.
- Ensure vehicle pre-start checks and removal of waste from vehicles.
- Return vehicle keys to control after use.
- Provide clear handover notes for rotational shift changes.
- Actively join contractor meetings and participate in HSE representative development programs.
- Attend daily HSE meetings to report on practices and daily activities.
- Suspend work and immediately notify HSE leadership if safety issues arise.
- Give feedback to contractor supervisors on observations before leaving areas.
- Observe project working hours: 12-hour day shifts (typically 6am to 6pm; 1-hour lunch break).
- Remain fit and active to work 12-hour shifts for the duration of the 28-day rotation.
Accountabilities:
- Implement HSE policy across the project, ensuring awareness and quality of procedures.
- Maintain control and documentation of HSE activities for safe contractor performance.
Requirements:
- Degree, diploma, or vocational training in engineering, construction, or HSE.
- Minimum 3 years' experience.
- Experience in LNG, oil & gas, mining, petrochemical, chemical, or process industry preferred.
- Familiarity with large construction sites (onshore and nearshore facilities).
- Understanding of health & safety and environmental management systems for complex sites.
- Team-oriented with proven leadership and communication abilities.
- Proficient in MS Word, Excel, PowerPoint, MS365, and Internet.
- Fluent in Mozambican/Portuguese (native) and English (oral and written).
