Report to the Operations Safety Lead and be responsible for HSE methods and performance activities

Commit to achieving zero harm and support Company and Contractor personnel in improving HSE performance

Provide support and guidance to Company project teams and Contractor teams to ensure HSE systems, processes, and procedures are fully implemented

Advise and support Project Delivery Teams to ensure Contractor delivery of the HSE Plan
-
Lead HSE engagement with Contractors, influencing safe behaviour and promoting an incident-free mindset
-
Monitor and supervise HSE aspects of ongoing work activities
-
Maintain knowledge of the One-MAESTRO framework, TEPMA1 HSE & biodiversity policies, and Golden Rules

Lead and guide indirect HSE reports from Contractor and Subcontractor teams
Key Activities
-
Monitor Contractor and Subcontractor HSE activities and performance, ensuring compliance with the Upstream HSE Plan, Contractor HSE Plan, and contractual HSE requirements

Represent the Company in weekly construction meetings and advise Contractors on HSE topics

Contribute to safety studies, audits, reviews, and Management of Change (MoC) processes

Review Contractor Safe Systems of Work, including hazard identification, PTW, risk assessments, risk management techniques, and toolbox talks

Support Contractor incident investigations and ensure a robust incident management process

Ensure accurate recording and reporting of HSE statistics and act as focal point for timely and high-quality HSE reporting

Support HSE initiatives and programs, ensuring Contractor ownership to achieve desired outcomes

Support HSE assurance activities and ensure audit reports, progress updates, and HSE performance reports are distributed to stakeholders

Ensure major risks from construction activities are mitigated through strong controls, particularly transportation safety (more than 400 movements) and heavy lifts using floating cranes (100-ton capacity)
Context & Environment
-
Golfinho-Atum Project involving construction of two LNG trains in northern Mozambique
-
LNG trains will process more than 2 BCF of gas daily from an offshore subsea gathering system located 40 km offshore
-
Well construction team based primarily in Maputo
-
Logistics, QA/QC, HSE, and support functions based in Pemba, with a 9-hectare logistics base
-
One Drillship used for the drilling campaign
-
Water depths ranging from 700 m to 1,400 m
-
Well depth below mudline from 2,000 m to 3,150 m
-
Current well architecture includes a 36” × 20” × 14” × 10-3/4” casing/liner scheme
Accountabilities

Deliver the HSE scope of work safely and on schedule during project execution

Ensure full compliance with Company HSE requirements for all work activities
Qualifications & Experience Required
-
Minimum 5 years’ experience in the Oil & Gas industry with relevant HSE experience
-
Recognized HSE qualification
-
Ability to participate in HSE investigations, determine root causes, implement lessons learned, and conduct detailed HSE audits
-
Strong interpersonal skills with the ability to train, coach, support, and influence personnel at all levels
-
Ability to establish strong working relationships with Contractors and drive collaborative problem solving
-
Fluent in English and able to represent the project professionally to stakeholders

Valid BOSIET and OGUK Medical certifications
