Head of QHSE - Offshore Oil & Gas Projects
Location: Offshore (Halul Island, Wellhead Platforms), Qatar
Employment Type: Contract
Minimum Qualifications:
- Bachelor's Degree in Mechanical Engineering from a recognized institution.
- IRCA-approved Lead Auditor certification (or equivalent) for ISO 9001 / ISO 45001 / ISO 14001.
- Additional certifications in disciplines such as welding, NDT, painting highly desirable.
- Preferable membership in a recognized professional body (e.g., Chartered Engineer).
- Postgraduate and international professional certifications (e.g., ASME, API, NACE, ASNT, TWI, AWS) are considered an advantage.
Experience:
- Minimum 20 years of experience in QHSE, including:
- Offshore oil & gas project lifecycle from concept to EPIC.
- Construction HSE, environmental compliance, and quality assurance/control.
- At least 5 years in a senior or head-level QHSE role within reputable operators, EPIC contractors, or third-party consultants.
- Demonstrated experience with:
- IMS systems and standards.
- Accident/incident investigation, Root Cause Analysis, NCR/CAR management.
- Regulatory frameworks and Qatari/international laws.
- Offshore fabrication, subsea equipment, and static asset quality compliance.
- Proficient in English (spoken and written); strong report writing and presentation skills.
- Prior experience in Arabian Gulf projects is highly desirable.
- Familiarity with Shell DEPs, QCS, and offshore specifications of major O&G operators.
Primary Responsibilities:
QHSE Strategy & Leadership:
- Lead all Quality, Health, Safety, and Environmental functions for the Halul Island and Wellhead Platform Upgrade Projects.
- Ensure project compliance with corporate procedures, Directorate Guidelines, and IMS Certification requirements.
- Develop and implement Project-specific QHSE Plans, Philosophies, Risk Registers, and Assurance programs.
Management & Oversight:
- Oversee the Project QHSE Management System, ensuring alignment across construction, engineering, environmental, and operational disciplines.
- Allocate and manage QA/QC engineers, inspectors, and support staff across sites and facilities.
- Monitor and ensure HSE compliance of PMT and contractor facilities, including office and offshore locations.
- Facilitate the development and enforcement of contractor QHSE plans and POCs.
Regulatory & Certification Compliance:
- Liaise with regulatory authorities and certifying bodies for approvals and audits.
- Ensure full compliance with legal, environmental, and safety regulations of Qatar and ratified international protocols.
- Drive and participate in certification efforts (ISO, Environmental, Safety) and coordinate periodic corporate and project audits.
Risk, Incident & Non-Conformance Management:
- Maintain project-wide Risk Registers and implement effective risk mitigation measures.
- Lead or support incident investigations, enforce CAR/NCR systems, and ensure lessons learned are incorporated into operations.
- Verify all deviations, non-conformances, and preventive actions are logged, resolved, and closed in accordance with QMS.
Engagement & Development:
- Provide QHSE input during contractor/vendor pre-qualification and EPIC tendering.
- Support and mentor the project QHSE team and contractors to uphold performance and compliance standards.
- Drive continual improvement initiatives, audits, and feedback integration within QHSE operations.
Reporting & Communication:
- Prepare and present periodic departmental reports covering HSE, Quality, CARs/NCRs, and audit findings.
- Maintain centralized records including audit trails, inspection logs, Lessons Learned Registers, and QHSE statistics.
