Head of QHSE
Location: Doha, Qatar (offshore)
Contract: Long-term assignment
About the Role
We are seeking an experienced Head of QHSE to lead all aspects of Quality, Health, Safety, and Environmental management on a major offshore oil and gas project. This is a senior leadership role overseeing compliance with project quality requirements and regulatory HSE standards, while ensuring the implementation of world-class QHSE systems.
You will provide oversight across multiple project phases, from concept engineering through to detailed design and execution, ensuring that quality and safety remain at the highest levels throughout.
Key Responsibilities

Direct and manage all Quality Management, Quality Control, Quality Assurance, Health, Safety and Environmental matters for the project

Develop, implement, and maintain QHSE systems and ensure compliance with international standards

Lead internal and external audits, inspections, and reviews to ensure full compliance

Manage accident and incident investigations, ensuring effective corrective and preventive actions

Oversee the preparation and implementation of project-specific QHSE plans, philosophies, and specifications

Maintain risk registers, lessons learned databases, and root cause analyses

Lead and motivate project QHSE teams and contractor personnel to achieve excellence in safety and quality

Produce and present regular reports on HSE, environment, and quality performance to senior stakeholders
Qualifications and Experience

Bachelor’s degree in Mechanical Engineering or similar discipline

Recognised Lead Auditor certification (ISO 9001 / ISO 45001 / ISO 14001) is essential

Minimum 20 years of experience in Quality and HSE management, with at least 5 years in a senior leadership role on offshore oil and gas projects

Strong knowledge of international codes, standards, and regulatory requirements in quality and HSE

Proven experience developing and implementing QHSE strategies for large-scale projects

Background in accident/incident investigations and managing close-out of findings

Familiarity with construction, welding, NDE, subsea pipelines, cables, umbilicals, and QA/QC practices in offshore projects

Previous work experience in the Arabian Gulf region is desirable

Excellent English communication skills, both written and verbal

Professional memberships or project management certifications (PMI, APM, or equivalent) are an advantage
