Location: Qatar (Onshore)

Contract Type: 28-Month Assignment (with potential extension)

Working Schedule: 10 hours per day, 6 days per week (26 days/month)

Overview

We are seeking an experienced Head of Project Control to lead cost, schedule, and performance management on a major onshore energy project. This is a senior leadership role overseeing project controls across engineering, construction, and commercial functions, ensuring best practices are implemented and that the project is delivered on time and within budget.

The successful candidate will bring significant oil and gas project controls experience, strong commercial acumen, and proven ability to lead multidisciplinary teams in a high-pressure, fast-paced environment.

Key Responsibilities

  • Lead the Project Management Team's project control activities, coordinating input across engineering, construction, and commercial functions.
  • Provide leadership and technical direction across estimating, scheduling, cost engineering, procurement, and contract coordination.
  • Ensure the Contractor and subcontractors implement effective project control measures, with particular emphasis on scheduling and progress monitoring.
  • Serve as the primary interface between Project Manager, Business Manager, internal stakeholders, and EPC Contractor on cost and schedule performance.
  • Develop, implement, and update the Project Control Plan.
  • Consolidate, analyse, and report on project cost, schedule, trends, and progress to senior management, including preparation of estimates as required.
  • Review project changes to assess cost and schedule impact, incorporating approved changes into reporting and stewardship.
  • Manage project workforce planning and resourcing, ensuring fair and consistent decision-making.
  • Monitor contractor performance in project controls, identifying discrepancies and ensuring timely corrective action.
  • Review and validate invoices, liaising with contractors, suppliers, and finance to resolve disputes, while ensuring compliance with audit requirements.

Candidate Profile

Qualifications

  • Bachelor's degree in Engineering, Accounting, Business Management, or a related discipline.

Experience

  • Minimum 10 years' experience in major project environments within the oil & gas sector.
  • Strong background in project controls, cost and schedule development, tender preparation, and contract management.
  • At least 3 years' proven experience leading multi-discipline, multi-cultural teams.

Skills

  • Excellent communication, influencing, and negotiation skills.
  • Strong leadership with proven ability to manage teams under pressure.
  • Highly organised with strong planning and prioritisation abilities.
  • Proficiency in English (written and spoken).
