Job Title: Head of Project Control & Services

Location: Qatar

Overview

A leading oil and gas company is seeking a Head of Project Control & Services to oversee project control functions across major projects, ensuring schedule, cost, and resource management align with corporate objectives.

Key Responsibilities

  • Lead project control functions throughout all project phases, including schedule review, risk analysis, cost/budget forecasting, procurement, expediting, materials management, invoicing, and reporting.
  • Develop, implement, and maintain project control procedures and systems to track project performance.
  • Produce deviation reports and recommend corrective actions to project management.
  • Maintain primary project control documents such as contracts log, change order register, trend register, cost reports, master schedule, and risk register.
  • Manage commercial aspects of EPIC and non-EPIC contracts, including assessment, negotiation, and settlement of change orders.
  • Oversee cost engineering, budget monitoring, forecasting, and ensure stakeholder alignment on cost and schedule.
  • Coordinate with finance and contracts teams to ensure timely processing of payments, tenders, and contract awards.
  • Review and approve contractor planning packages, KPIs, and reporting for compliance with project requirements.
  • Support the implementation of HSE and QA/QC processes in coordination with relevant teams.
  • Manage insurance claims (CAR/TPL) related to project execution in coordination with finance.
  • Oversee project resource deployment, recruitment, and training activities, ensuring timely staffing of required roles.
  • Participate in project closeout, asset capitalization, and lessons learned activities to identify improvements in cost, schedule, and efficiency.
  • Interface with ICT to ensure timely availability of IT equipment, software, and SAP support.
  • Support the development of local talent through training and skill-building initiatives.

Qualificatons & Experience

  • Bachelor's degree in Engineering; higher degree or professional certifications (MBA, PMP) advantageous.
  • Membership in a recognized professional engineering association is preferred.
  • Minimum 15 years' relevant experience in oil & gas projects, including at least 8 years in a head/lead project control role.
  • Hands-on experience with planning and scheduling software (Primavera P6, P6 Analytics, Primavera Risk Analysis, MS Project), MS Office, and SAP.
  • Strong knowledge of industry best practices, project management processes, and major project execution in offshore/onshore oil & gas projects.
  • Excellent management, communication, presentation, and conflict resolution skills.
