Job Specification

Job Purpose
- Assure the most effective method of performance for project controls specifically project planning/scheduling management including schedule development and schedule analysis (schedule risk, critical/sub-critical activities, schedule variance) through timely execution of key activities and compliance with standardized processes.

Reporting and Relationships
- Reports to Project Control Division Manager
- Direct reports: 10

Internal
- Frequent contact with project teams and departments on resolving related issues that requires effective communication, initiative, flexibility and ability to induce collaboration.
- Frequent contact with Project Management Team to discuss project practices and issues encountered during project execution.

External
- Regular contact with the EPC Contractor during the execution of the project, particularly at the Fabrication Yard. Regular contacts with EPC Contractor, contractors and vendors during the execution of the project.

Job Context & Major Challenges
- Requires understanding key project drivers, defining roles and responsibilities, developing communication protocols, developing and implementing project procedures for planning, scheduling, reporting, management of change and identification of risks and issues across projects.
- Identify elements of project design, procurement and construction likely to give rise to disputes and claims, communicate and influence across the organization and/or with contractors in a multi-cultural environment to ensure delivery of project within the agreed timeframe.
- Major challenges include completing detailed assessments of project planning/scheduling, recovery/rectification plans in short deadlines and a high-pressure environment, and developing and sustaining relationships with EPC contractor Project Controls Planning team throughout project execution to ensure the company is provided with timely and the best available information to aid decision making.

Key Job Accountabilities
1. Implement management and technical direction for all facets of the Planning/Scheduling function (schedule risk, schedule analysis, schedule reporting, resources, productivity, schedule impact assessment, schedule management) by establishing a set of project control planning/schedule procedures, guidelines, and flow charts to suit project requirements and support management decision making process.
2. Manage project planning/scheduling team, coordinate input from PMT functions such as engineering, procurement, construction, completion/commissioning, interfaces, etc. Supervise all planning, and scheduling functions, including schedule development, control, analysis, and schedule recommendations for improvement.
3. Ensure effective project planning/scheduling measures are executed by the contractors and subcontractors' organizations.
4. Manage the preparation of project controls Gates deliverables, especially planning/scheduling deliverables in line with Project Management System.
5. Ensure effective implementation and updating the Project Planning/Scheduling procedure.
6. Coordinate the collecting, consolidating, analyzing, and reporting, control trend and progress measurement information to ensure overall project status is assessed and potential problem areas identified. Conduct schedule delay/impact analysis, review of schedule recovery plans, including evaluation of additional resources required to affect such plans.
7. Implement project changes, ensure with planning team that schedule impacts are assessed and reflected, and ensure incorporation of approved changes impact into overall schedule stewardship and reporting.
8. Evaluate contractor's performance and progress in areas of project controls (planning/scheduling) assessing any discrepancies and reverting to contractor for clarifications/corrections. Identify and ensure appropriate planning systems, fully integrated and appropriate for the project.
9. Provide an interface between Division Manager and EPC contractor with respect to project controls, especially planning/scheduling and reporting.

Person Specification - Minimum Requirements

Qualifications
- Bachelor's degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics or Statistics.

Knowledge and/or Experience
- 10 years experience in business Planning, including 6 years in the Oil & Gas Industry, and including 2 years experience in a supervisory or acting role, or oversight of contractor/subcontractor/service/vendor personnel.
- Previous experience on major projects, from an Owner/Contractor perspective, managing EPC Lump Sum Contracts, and working with multi-cultural teams with large local subcontractors.
- Subject matter expert in project planning/scheduling; proficient with scheduling tools such as Primavera and schedule risk analysis tools (Acumen, Primavera Risk Analysis, etc).

Technical and Business Skills
- Ability to develop and maintain project schedule (L1-L4) based on acceptable schedule basis/assumptions; resource loading, logic, sequence and relationship.
- Capable of performing various schedule analysis based on latest project data.
- Undertakes complex tasks and acts as a source of guidance for staff and internal customers. Is expected to handle all but the most complex problems and difficulties that might arise.
- Takes initiatives, based on experienced gained, to deliver timely the various schedule analysis based on project requirements.
- Sets situations/issues in the context of the entire team and has an appreciation of the wider relationships with other people and organizations.
- Works independently within established procedures, plans and budgets and contributes to the development of these.
- Has autonomy over scheduling and planning of own work; organizes efforts of work group to achieve overall efficiency.
