Job Title: Head of Cost Estimating
Location: Doha, Qatar (Onshore Major Projects)
Contract Type: Fixed-Term Contract (36 Months)
Schedule: 12 weeks on / 2 weeks off rotation, 6 days per week, 8–10 hours per day

Position Summary

  • Lead cost estimating, forecasting, reporting, and cost stewardship across major LNG onshore projects
  • Provide expert guidance on cost control, budgeting, and financial planning across the project lifecycle
  • Ensure accurate cost performance tracking and maintain estimate confidence for stakeholders
  • Support project leadership with cost insights, benchmarking, and financial decision-making

Key Responsibilities

  • Provide expert advice on cost estimating, forecasting, allocation, planning, and cost control
  • Lead financial input into funding submissions, including ACs, Full Funding, and budget adjustments
  • Develop and maintain benchmarking databases for cost, productivity, and manhour analysis
  • Estimate and challenge contractor change orders and claims
  • Prepare cost forecasts and annual Work Program and Budget (WP&B)
  • Conduct cost risk analysis and establish contingency and accuracy ranges
  • Monitor contractor cost performance against control plans and recommend corrective actions
  • Review and endorse VOWD reporting, trend analysis, and earned value management outputs
  • Identify and escalate cost risks and advise on mitigation strategies
  • Ensure project commitments align with approved budgets and governance requirements
  • Support EPC tender evaluation, including technical bid evaluation input and reporting
  • Develop cost reporting tools and ensure accuracy, integrity, and consistency of financial data

Requirements

  • Bachelor’s degree in Engineering, Business, Accounting, Mathematics, or related discipline
  • Minimum 10 years of professional experience
  • At least 6 years in oil & gas industry
  • Minimum 2 years in a supervisory or lead/acting role
  • Strong expertise in cost estimating within major projects
  • Experience in EPC environments and large-scale project organisations
  • Strong knowledge of cost control, estimating, risk, change and contract management
  • Experience with SAP, analytics tools, dashboards, and reporting systems
  • Strong analytical, commercial, and stakeholder management skills
