Head of Commissioning – Buildings & HVAC

Overview
A major onshore energy infrastructure project is seeking a Head of Commissioning for Buildings and HVAC systems. This senior role is responsible for leading all pre-commissioning and commissioning activities across large-scale industrial buildings, office facilities, and associated HVAC systems. The role involves coordinating multi-discipline teams, managing contractors, and ensuring delivery in line with technical specifications, safety standards, and project milestones.

Work Assignment Details

  • Location: Qatar Onshore

  • Worksite: Onshore office and site-based environment

  • Assignment term: 36 months

  • Working hours: 8–10 hours per day

  • Working pattern: 6 days per week, approximately 26 days per month

  • Leave rotation: 12 weeks on / 2 weeks off

Key Responsibilities

  • Lead all pre-commissioning and commissioning activities for Buildings and HVAC scope across design, procurement, construction, and commissioning phases

  • Steward contractor execution to ensure safe, efficient, and compliant delivery of systems including controls, chilled water, and refrigeration equipment

  • Coordinate with multi-discipline teams including electrical, instrumentation, process, mechanical, and civil to resolve technical issues and interface challenges

  • Review design implementation and execution of building and HVAC systems, ensuring compliance with project standards, codes, safety criteria, and cyber security requirements

  • Oversee contractor resource management, planning, schedules, milestones, and reporting

  • Monitor and validate progress, identify risks, and provide recovery plans as needed

  • Ensure accurate documentation, completions records, audits, and reporting for all activities

  • Share lessons learned and provide guidance to improve execution efficiency and quality

  • Support integration of Brownfield and Greenfield commissioning requirements

Qualifications

  • Bachelor’s degree in engineering, applied sciences, or related field

Knowledge and Experience

  • Minimum 10 years of EPC project experience within Buildings and HVAC disciplines

  • 8 years design experience as a Lead HVAC Engineer, 2 years commissioning experience of HVAC systems

  • Experience in industrial building types such as electrical substations, battery rooms, instrumentation rooms, office and administration buildings, warehouses, utilities, and storage facilities

  • Refrigeration system design experience is an advantage

  • Experience on large oil & gas or LNG facilities and lump-sum EPC projects

  • Knowledge of Greenfield and Brownfield commissioning practices

  • Previous experience working in Middle East energy projects is advantageous

  • Broad understanding of engineering execution including design standards, specifications, codes, safety, cyber security, construction, and operations

Technical and Business Skills

  • Excellent written and verbal communication skills in English

  • Strong organisational, planning, and coordination capability

  • Technical expertise in HVAC and building systems with effective prioritisation and management skills

  • Strong stakeholder engagement, influencing, and interface management skills
