Head, Commissioning - Offshore Redevelopment Project

Qualifications:
- Bachelor's Degree in Mechanical Engineering, Petroleum Engineering, or a related discipline from a recognized university.
- Supplementary training in Safety, Quality Control, and Construction is advantageous.
Experience:
- Minimum 15 years of overall experience in logistics and commissioning execution of multi-discipline offshore oil & gas projects.
- Proven experience in FEED and EPIC project phases, including engineering deliverables review and approval.
- Strong command of English (written and verbal) with excellent communication and interpersonal skills.
- Sound understanding of international engineering standards, Qatar National Standards, and specifications.
- Skilled in reviewing method statements, inspection & test plans (ITPs), construction schedules, and engineering drawings.
- Demonstrated leadership managing diverse, multi-national contractor workforces.
- Computer literacy in relevant commissioning and project management software tools.
Primary Duties and Responsibilities:
Commissioning Leadership:
- Act as the single point of accountability for all commissioning, pre-commissioning, and related logistics for the Maydan Mahzam (MM) Redevelopment Project.
- Manage all commissioning activities from engineering stage to hand-over, ensuring adherence to scope, quality, schedule, safety, and environmental standards.
- Supervise, guide, and coordinate with EPIC contractors and asset holders to align commissioning deliverables with project expectations.
- Review, comment on, and approve contractor submissions via PDMS and related platforms.
Project Integration & Interface:
- Represent commissioning in engineering workshops (e.g., Constructability, SIMOPS, SRA, HAZOP, 3D Model Reviews) to provide proactive input and ensure compliance with project requirements.
- Ensure seamless coordination with Operations (OV), Production, and Maintenance Departments to integrate operational readiness into commissioning execution.
- Liaise with senior stakeholders to address interface issues across engineering, procurement, construction, and commissioning.
Execution & Risk Management:
- Oversee execution of Mechanical Completion, Pre-commissioning, Commissioning, Start-up, and Handover phases.
- Identify and manage commissioning-related risks, define mitigation measures, and ensure successful resolution on site.
- Monitor contractor performance metrics, including manpower, equipment logistics, and work progress.
- Take ownership of all commissioning documentation and ensure alignment with management systems.
Team & Resource Management:
- Efficiently manage a team of commissioning professionals and logistics support personnel.
- Coordinate mobilization/demobilization of contractors, vendors, and subcontractors for offshore execution.
- Promote competency development within the team and train Qatari nationals in commissioning processes.
- Lead and participate in weekly/monthly HSE walkthroughs, HSE audits, and drive safety culture throughout commissioning execution.
